To be eligible for the drawings, individuals must be 18 years of age, never been selected for an event, must be a tribal member or full-time tribal employee. Individuals are allowed to sign up for only one event. When an individual is chosen for an event, the person is given fourtickcts, one for himself and three guests. Tickets are allocated to groups of individuals, as well. All Friday, Saturday and Sunday event tickets are given exclusively to students K through 12. Warm Springs Elementary, Jefferson County Middle School and Madras High School students are selected in different areas of recognition, whether it be improved grade point average, attendance or other criteria. The Sky Box is used as an incentive for students, particularly those who are considered "borderline". Additionally, students with large families are also accommodated so that a youngster's entire family may attend an event together. Other groups receiving tickets are the senior citizens and higher education students. Senior citizens select one event per month as do higher education students. Once individuals are selected and confirmed for attendance, tickets must be picked up at the management area of the Administration building between 8 a.m. and 5 p.m. at least two working days before the event. If unable to attend, people are encouraged to call so that management staff is able to find someone else to take the tickets. The Portland Trail Blazers are the main draw at the Rose Garden. However, other events, such as concerts, require different staging which often blocks the view from the Suite. Tickets for the Theater in the Clouds setting are allocated on a limited basis by Rose Garden officials and tribal representatives must sign up in advance for the events. Sign-up is based on popularity of the event. Over 130 events were held at the Rose Garden last year. Officials anticipate more events this year. Scheduling for May and June events is dependent on how the Blazers do in the playoffs this spring. The Tribe is currently in its second year of a ten-year lease. The lease year runs from October 1 through September 30. The cost for this year's least was $137,000. The cost increases two-percent annually. on Thursday, but if t
