Raymond Calica, Sr. Secretary Treasurer Gordon Cannon Superintendent FOREST MANAGEMENT DEDUCTIONS (10 Fund) The Bureau of Indian Affairt is required to withhold 10 of Ihe receipts received for limber harvested from Indian trust land (25CFR 163.18). These withholds are termed "Forest Management Deductions". In 1972, Ihe Bureau adopted procedures which al lowed ihete Forest Management Deductions to be used to reimburse the tribct lhat expend fundi in the management of their forest re sources. Expenditures programmed lomanage and or improve any natural resource found in the forest qualify for this reimbursement. In addition, programs lo train or educate Tribal members to assume more management re sponsibility of their Forestry program would qualify. Any Forest Management Deduction funds not expended on forest management work within five years of collection would be deposited into the Federal treasury as miscel laneous receipts. To receive reimbursement for expenses incurred in their forest management program, the Tribe needs to submit a budget 10 Ihe Bureau identifying these program expenses. This budget needs to be supported by an approving resolution from the Tribe. After these documents are submitted to the Bureau, the Tribe is eligible to receive reimburse ment for their budgeted expenditures. 1997 FOREST MANAGEMENT DEDUCTION BUDGET FOREST RESOURCE INVENTORY AND PLANNING This budget is again placing a high prior ity on Forest Resource Inventory and Plan ning. In 1996, 50,000 acres of forest stand exams were completed, litis year funding is requested to complete another 25,000 acres. This will further improve our data base as we prepare our mid-course correction calcula tions for the IRMP. Our strategy is lo accom plish the following projects: 1. 6,000 acres of formal ttand examina tions. 2. 19,000 acres of walk-through stand examinations. 3. Input stand examination data into the vegetation layer in the Tribal Geographical Information System (GIS). 4. Continue to update the Timber Re source Inventory Model (TRIM ) with specific stand information for timber sale planning purposes. 5. Purchase needed supplies to begin work on the remeasurcment of the Continuous Forest Inventory (CFI) plots. 6. Acquire the Stand Inventory System program to improve efficiency and increase accuracy of stand volume calculations. 7. Acquire satellite photos to provide cur rent forest inventory information for use in the mid-course correction work. AMOUNT BUDGETED $146,800 REFORESTATION The objective of the planting program is to regenerate all even-aged harvest units and other forested areas lhat are under-stocked or inadequately stocked. In 1997, these funds will plan' approxi mately 727 acres with 327,000 seedlings. Stocking surveys are done in the 1 st, 2nd, and 6th year on every plantation, or until the plantations are certified as regenerated. In 1997, stocking surveys will be done on approximately 11,280 acres. Most of this work is now done by Tribal member contrac tors. Down payments will be made for seed lings grown in nurseries and scheduled for field planting in 1998 and 1999. The planting program will continue to utilize the Forest Crew and to solicit addi tional interest from more Tribal members in contracting this type of work. AMOUNT BUDGETED $175,300 JEFFERSON & SLMNASHO FIRE REFOR ESTATION Every effort is being made to acquire Federal funds to cover the reforestation costs from last summer's major fires. However, this line item is being established to cover any reforestation costs that may not be cov ered by Federal funds. We believe it is very important to get trees re-established on this ground and having these contingency funds available will ensure it happens in a timely manner. AMOUNT BUDGETED $374,500 SITE PREPARATION The purpose of the site preparation pro gram is remove excess logging slash andor competing vegetation to allow the area to be planted. This year we are planning to accom plish this by: Burning 125 acres of logging slash, and piling brush and vegetation on 1000 acres. In addition, 300 acres will be scarified with a forest cultivator to encourage natural regeneration. Approximately three quarters of this pro gram will be paid for with federal funds. AMOUNT BUDGETED $100,000 SEED PROCUREMENT AND IM PROVEMENT The genetic tree improvement program is well established and is currently recognized as one of the best Tribal programs in the nation.
