1. WHAT IS IT?
It will be the same public school
that is now the Warm Springs Elemen
tary School in Warm Springs, serving
kindergarten through the fourth grade.
It will NOT replace what is currently at
Warm Springs Elementary, and NO new
buildings are being planned for this
project., . ; c .
The most important change that will
occur will be the addition of the Warm
Springs Native Language classes to the
existing Warm Springs Elementary cur
riculum. The implementation of these
classes will be in cooperation with the
Warm Springs Elementary school.

is not run by the 509-J school district,
but operates independently under the
terms of a charter which is obtained
from the 509-J board.
Public Charter Schools were autho
rized in Title X of the Improving
America's Schools Act of 1994. The U.S.
Department of Education and Oregon's
Attorney General have determined that
existing Oregon statutes permit the de
velopment and operation of public char
ter schools.

2. HOW IT FORMED?
The Culture and Heritage Language
Program, representing the Confederated
Tribes of Warm Springs, has worked as
the developer to create the Warm
Springs Charter School. The Program
has worked with the community, 509-J
School Board, Warm Springs Elementary,
State and Tribal officials to ensure that
all parties are involved in this effort.
3. HOW WILL IT BE DIFFERENT?
The WS Charter School will have
much more decision-making authority
than the other public schools within the
509-J district. The decision-making au
thority will be given to a Governing
Board that will consist of community
members, WS Elementary staff,
4. WHY DEVELOP?
The WS Charter School will create
new opportunities for teachers, parents,
and others to design innovative strate
gies to boost student achievement. The
U.S. Secretary of Education, Richard
Riley, has said,
"One size clearly does not fit all in
American education, and charter
schools allow teachers, parents, and oth
ers to design the size and strategy of
school that makes sense for their stu
dents." (Charter School
Telephone Conference, 92695)
Many people believe that the new
sense of responsibility for the WS Char
ter School will make a difference to stu
dents, teachers, parents, and everyone
else involved in the school. It is also
possible that it will stimulate nearby
schools to improve in order to attract
and retain students.
5. HOW IS THE GOVERNMENT IN
VOLVED? The U.S. Government has awarded
funds to Oregon and several other states
to use as startup funding for Charter
School programs. Warm Springs,
through 509-J has been awarded two of
the three grants totaling $30,000 to help
start up the Warm Springs Charter
School. The funding will be used for
further professional development of lan
guage instructors, and development of
curriculummaterials.
6. WHAT IS THE RESEARCH PLAN FOR
FEDERAL FUNDS?
The U.S. Government's Office of f
Educational Research and Improvement
will study the impact of the WS Charter
School on student achievement. This
will include an annual survey, site visits,
and a study of student achievement. '-
7. WHAT OTHER FEDERAL FUNDS MAY
BE USED?
Goals 2000, School-To-Work and
other titles under IASA may be used to
support the WS Charter School. In addi
tion, Oregon has waiver authority to be
flexible and tailor the use of Federal
funds and program resources to help the
WS Charter School.
8. HOW WILL OREGON USE ITS FED
ERAL STARTUP FUNDS?
Nearly all of Oregon's award will be
used to provide up to three years of
grants for planning and implementation
of charter schools, including the Warm
Springs Charter School. The information
and application process is handled by
Leon Fuhrman, Office of Student Ser
vices, Oregon Department of Education,
Salem, Oregon.
