mother, JoAnn Brisbois, that Warm
Springs was my home. My mother
gave me the biggest encouragement
to keep trying to get enrolled,
unfortunately, she was not able to be
here to see it happen.
I have worked for the Tribes since
I was in the Summer Youth Programs
and I plan on continuing to work and
do my best for the Tribes. Thank you

Member expresses adoption opinion
To the editor,
"I belong-lndian Identity". Adop
tion into the tribe, is a method of
legally enrolling those who do not
meet the established blood require
ments for future membership. The
tribe may want to limit any future
adoptions, by listing certain qualifi
cations in an ordinance or amend
ment and enforce them.
It's time to educate our children,
as long as its not their first cousin to
marry within the three tribes or what
ever other tribe they may be. To
bring the bloodlines back to the tribe.
11)0 adoption procedure gives the
tribe some flexibility in enrolling
people into the tribe.
Enrollment and membership prob
lems crop up frequently and can be
come a political powder keg. It's
something that ourclders overlooked
in the past. Many issues arise from
scanty, erroneous or non-existent
vital statistics and documents from
years past. Also several key terms at
the heart of enrollment appear "rcsi
dcnC "Indian". "Bloodlines", or
"Children", are open to interpreta
tion. Finally, because tribal enroll
ment determines individual rights as
well as the political make up of the
tribe, all cloudy or controversial ar
eas take on heightened importance.
Tribal membership means that one
belongs to a real community. Tribal
members arc united by a common
language experiences and cultural
traditions, mcmbcrshipdccisionsare
just as central to the tribe, as to the

that lost their mother while all of this

The Federal Government will re
gard someone us "Indian", only if
that person has tribal membership
rights. A tribe's power over it's own
membership is the starting point for
any discussion of Indian identity,
which I feel is vital to all those who
made enrollment, you may strive to
be many things in life, to remember
re Indian first and proud nl it.
Knowing what you arc and where
you come from, identity is part of
your success in life, along with the
Creator in your life!
Just because membership require
ments and enrollment procedures arc
so fundamental, they act as pressure
points in the political life of the tribe.
Meaning some people arc never sat
isfied the way procedures arc done or
the results of them. If anyone has
concerns or questions, then it should
be those 22 people and their families
who did not make the adoption en
rollment!! Remembering the unwritten rule
"what goes around comes around".
You must treat others the way you
yourself want to be treated, good or
bad. People have a tendency not to
forget the wrongs done to themselves,
friends or family. This adoption was
a vital issue to many, the record set
ting turnout for voting was proof. All
we can do is keep a prayer in our
hearts for those 22 people and their
families. Maybe in time, things may
change and their future can change if
they hold another adoption. You arc

Several parents were rather
shocked when they visited the school
and discovered that their child or
student was wearing di fferent clothes
andor acting totally different from
when they left for school in the
morning.
Other parents on the issue of
skipping classes organized
themselves to patrol the streets
looking for their students who were
supposed to be in school.
Take not of your student or child's
current friends, have they changed
over the last year, if so why? We may
not be able to choose their friends,
but we sure can control what they are
doing with these so called friends.

for completing the Board on Public
Safety Standards andTraining
Middle Management Course. Several
weeks of intense training is set forth
for those is Police positions that are
of Lieutenant rank and higher across
the state.
Lieutenant Robert Whittenburge
Sr. is currently assigned to the
Investigation division and Lieutenant
Mariam Tias oversees the Warm
Springs Jail
In other training, officers of the
WSPD recently completed a basic
report writing course which was
conducted by former Tribal
Prosecutor and former drug
investigator, Gene Smith at the Warm
Springs Community Center.
With Smith being a former
Prosecutor, Drug Investigator and
while representing clients from legal
aid stand point on occasion; training
in report writing was received on a
rather positive note in that it certainly
makes us have to do our jobs even

George R.
George R. Schneiter, age 86
years old passed away at his resi
dence on November 14, 1996.
Schneiter was born on September
21, 1910 to Alfred and Bertha
Schneiter in Pendleton, Oregon.
Mr. Schneiter graduated from
Pendleton High School in 1928. He
also attended the University of Idaho
in Moscow where he majored in
soil conservation and received his
Master's degree in 1933. He was
also a veteran of World War II,
where he served as Staff Sergeant
in Combat Engineers in the United
States Army. He was a retired
county agent from the OSU Exten
sion Service of Warm Springs at his
passing. He worked as the Exten
ull still our people with parents, rela
tives living here. "Don't give up hope,
Pray!"
Bloodline is now! Especially the
"Tribal Blood Requirements", which
our future tribal members must meet
for enrollment. If the tribe wants to
limit its future size, it can do so very
effectively, by raising the blood de
gree and enforcing it. This would
lower the eligibility of the non Indian
outsiders. It's time for a change. To
bring back our Indian languages and
strengthen our culture und traditions!
"Residency isn't so vital"! It
should be eliminated all together as a
requirement for membership into the
tribe. Look! At the long list we have
for housing or new homes and unem
ployment. Job requirements are
raised to college levels by managers,
our people are denied the jobs avail
able, tribal preference is the item of
the past. People end up moving, also
for school, and military service.
Some are adopted out to non Indi
ans or Indiansofothcrtribcs.Thcy're
still all our people, who arc trying to
make a living elsewhere, for them
selves and their families. Put your
self in their shoes. Thcv should not
be denied membership, for having to
live elsewhere to survive, they're
still Indians! An enrollment commit
tee should be established for future
enrollments. "God Bless you all, may

Calling "911"
The telephone at the WSPD rings.
It's a "911" call on the "911"
telephone. The dispatcher's heart
begins to race as a call for help rings
out. Oh no.. is someone's house on
fire, does someone need an
ambulance who collapsed, do the
police need to respond immediately
because someone's life is in jeopardy
at the hand of another senseless act?
The phone is answered. ..the caller
wants to know what time it is. The
dispatcher complies with the caller
and answers the question.
9-1-1 is intended as a nationwide
emergency telephone number that
provides community access to
emergency police, fire and medical
assistance. It is the number that has
been designated for reporting an
emergency and requesting assistance
in any community that has modified
its emergency reporting system to
accommodate the number. 9-1-1 is
provided as a public service with the
primary objective of preserving life
and property.
When calling 9-1-1 please remain
calm and identify yourself, state the
nature of the call. Please answer all
questions that the dispatcher might
ask of you to the best of your ability.
The questions answered will only
help the responding units when
coming to your aid.
If the call is not an emergency but
of general questions, please dial 553

the office hours of 8 a.m. to 5 p.m. on
Monday through Friday, the Police

in 1972. He was a resident of Warm
Springs since then.
Survivors include two sisters,
Ann Hummell of Boise, Idaho and
Margaret Crispin of Pendleton, Or
egon. He also leaves one nephew
and three nieces.
A memorial service was held on
Monday, November 18 at 1 1:30 a.m.
at the Agency Longhouse. Wilson
Wewa Jr. and Pierson Mitchell offi
ciated. Honarary casketbearers were
Buck Jones, Taylor Arthur, Art
Mitchell, Bertson Simtustus,
Harrison Davis Sr., Cy Katchia,
Olney Patt, Sr. and Elton Greeley.
He was laid to rest at the Olney
Cemetery in Pendleton, Oregon i
