Due to the lack of a Budget, appropriations have not been made to fund programs for 1996. The lack of Federal appropriations for patient care referrals has directly affected the Managed Care Program, operated by the Confederated Tribes of Warm Springs. The level of dollars available are at a point where they must be managed very intensively. Effective Monday, December 18, only Priority I medical referrals have been authorized and reimbursed by the Managed Care Program. This is an attempt to "stretch" the limited dollars as far as possible. The definition of Priority I medical referrals, according to the IHS and followed by the Managed Care Program is: EMERGENT ACUTELY SERVICES. "Diagnostic or therapeutic services that are necessary to prevent the immediate death or serious impairment of the health of the individual, and which because of the threat to the life or health of the individual, necessitate the use of the most accessible health care available and capable of furnishing such services. Diagnosis and treatment of injuries or medical conditions that, if left untreated, would result in uncertain but potentially grave outcomes." Using the Priority system, the IHS physicians together with Managed Care Program will process referrals. However, non-Priority I referrals will be temporary deferred. Important: Once the Budget stalemate is resolved, and the Managed Care Program receives its appropriations for 1996, we will return to our previous program of managing medical referrals. Patients may continue to be referred out for medical services, but they and or alternate resources will be responsible for paying the provider for services not authorized as Priority I medical referrals by the Managed Care Program. The Managed Care Program will not be responsible for the bill! Bachelor's degree (Master's preferred) with at least one degree in rangeland resource or agriculture. Experience in livestock production and management preferred. 2. Successful professional experience in informal educational programs or related community programs. 3 Experience working directly with Native American communities or other cultures and have a desire and willingness to work on a reservation. 4. Proven ability to plan, organize and deliver informal educational programs to diverse audiences. Evidence of ability to work with minimum supervision. 5. View Hospital in Oregon City, OR on December 22, 1995 due to natural causes. Nathan was born in Redmond, OR on June 13, 1964 to Norman and Carrie (Allison) Nathan. He was an enrolled member of the Confederated Tribes of Warm Springs. Mr. Nathan enjoyed Boy Scouts, wrestling, drawing, music and Na tive American crafts. He also was a member of the Laicota Club and held an Associate of Arts degree from Chemekata College. Survivors include his wife, Cheryl of Portland, OR, parents Norman Nathan of Warm Springs, Carrie Miller of Inglewood, CA, brother Michael C. Gowans, sister Kathy S. Gowans, Step-children, Jason, Mat thew and Kristen Tesky of Portland, OR, grandfather Donald Nathan of Warm Springs, grandmother Hazel Seylerof Warm Springs, and numer ous nieces, nephews, aunts and uncles. He was preceded in death by his sister, Kimberly Nathan in 1982 and a niece. Funeral services were held Wednesday, December 27, 1995 at 10 a.m. at the Agency Longhouse in Warm Springs, OR with Reverend Rick Ribiero officiating. Burial was at the Agency Cemetery.
