At times there is talk that goes
like this, "Let's do away with the
B.I.A., we don't need them; They
don't do anything for us. Just a
waste of money ."and stuff like that.
The shut down of the Federal
Government on Novemlxr 1 4, 1 995,
shook the whole nation as thou
sands and thousands of people were
sent home on unexpected furloughs.
It was felt right down to the B.I. A.
offices here in Warm Springs.
There's no way of how long the shut
down would last. Most offices were
closed accept for a hand full of em
ployees who were told to return to
work.
Actually, they really do some
thing and the impact of the shut
down was felt all across the nation. The question is, how long will the shut
down last? Will there be back pay to all the Federal employees? Are the
Federal employees eligible for un-employment?
The close down was felt in all offices, the Social Security, Social
Services, Finance and many other offices that the Federal Government
operated. Yep!! Like the Ole Farmer said, "You never miss the milk until
the cow is gone." That's just what the Federal Government offices were
felt after they were shut down.
The question of back pay, the federal employees are instilled to un
employment compensation while they arc off their jobs. If it's more than
five days, chances are the Congress would not approve back pay to all the
employees, because it would run into millions for back pay to all the
employees across the nation. Suppose the employee gets un-employment
compensation and if he received back pay, he would have to repay the un
employment benefits he received.
In the past the Federal Government shut down fora day and that costed
a pretty penny to get going again with the thousands of employees, so you
can just imagine what the cost would be if the shut down lasts more than
five days.
The employees will feel the impact on house mortgages, house
apartment rent, car payments, living expenses and who knows what else.
Well Senate Majority Leader Bob Dole,, R-Kan. and House Speaker
Newt Gringrich, R.- Ga., presented a budget packet that President Clinton
is not in agreement with, and so the big stand-off is on. Some say the budget
packet presented would make the rich richer and real tough on the poor.

tion opposes, including the cancellation of some wildlife protection
programs and cuts in federal funding for American Indian tribes.
Controversies boiled around the sections that would sharply cut spend
ing on social programs for American Indian tribes and others that would
ban taxpayer support. The Bill has been sent back for re-write by a 220
205 vote.
All measures are being debated by both parties.
The Rose Garden
The Tribes have a special section of seating in the new Rose Garden. So
far selection of tribal members has been on a Lottery drawing basis of
names for those who will attend the functions in the Rose Garden.
This was done as an incentive for tribal members from all walks of life
here on the Reservation to take in events there. This way all tribal members
will have the opportunity to a function in the Rose Garden. There are all
sorts of activities that take place in the Rose Garden, like Blazer basketball,
Winter Hawk Hockey, College basketball, Indoor Track meets, 4-A high
school state championships, and championship rodeos and much more. In
the past it has been difficult to get tickets to these functions but with special
seating by the tribes, at least 1 8 or so people will be able to attend these
activities.
: Yep! Something for tribal members to look foward to. My name hasn't
been drawn yet and I was thinking, "Its probably people who really don't
have any interest in sports will be getting all the good ball games, and when
there is a dog show come along than my name will be drawn. Just my luck!
Got to thinking about it though and came up with the conclusion. "The way
the Blazers have been playing lately maybe a dog show would be much
more exciting. "The Who?" "Blazers?" !!!!

I am writing this letter to express
my heartfelt sense of loss and also
say, "Congratulations" to Mr. Wil
son Wewa, Jr. You have been such
an asset to the Senior Program, in all
the time you have contributed it will
be different now that you'll be gone,
but you will still be a teacher to
others and surely appreciated.
I have gained so much respect for
you through listening and learning,
your gift of songs and the love you
give by offering so much of yourself.
The ciders truly must know that you
are very special and will also miss
you at the Sr. building.
I write this letter for my mom,
Louise, for she thinks of you as a son
and greatly appreciates you for your
help to her. You've done so much for
my family during times of loss, I
thank you for being a teacher to my
boy, Dallas Ray. For mom, she really
had a fun time at Hawaii and is glad
you look her somewhere before you
left. The many times you've taken
trips with the seniors, mom has great
memories to hold onto.
I say all this as if you are leaving
home, but I only want to recognize
you for the many things you've con
tributed to our seniors. I will miss
you're voice when I call the Senior
Building for mom, and she'll miss
the visits during her Tuesday and
Thursdays meals, also I appreciate

a war dancer, to hunt & fish; to have
a good way of life, free of the kinds
of burdens generations had suffered
before him. This is what I hope and
pray people may remember of my
son's lifetime, especially his bros. It
is with humility, I do ask forgiveness
of our people for the shortness of my
son's life and over the alcoholdrug
abuse that was a part of it. In our
home we did our best to support and
believe in one another, no matter
how hard things seemed to be. There
are many dreams and hopes that we
had, that after a time, we will go on
forward with the intentions we has as
a family. There will be a memorial
basketball tournament to be an
nounced. In closing, I wish to express to all
families this strong message that our
children do no go looking for heart
ache. Love one another and help one

live. Allow children to grown and
