Tribal Council Election Information
My name is John Smieuk Katchia,
Sr., a full-blood Warm SpringsWasco
Paiute enrolled member of the Confed
erated Tribes of Warm springs. I am 43-years-old
and have lived and worked
on our reservation all my life. I am mar
ried and have three sons, two daugh
ters and four grandchildren. My father
Is Cyrus Katchia, paternal grandparents
are Bill Katchia and Eliza Manse
Katchia, and paternal great-grandparents
are Wasco Chief Daniel Katchia
and Catherine "Tool-Pah" Katchia. My
mother Is Prosanna Tohet Williams,
maternal grandparents are Alex Tohet

My concerns are the ways in which
we are going to utilize the knowledge
of our Senior Citizens today and they
ways we are going to work together to
make our young people understand the
importance of education (not only the
outside education, but the education
that comes within the reservation itself).
I feel we need to maximize the use
of our current tribal members who are
on board now, and to utilize our tribal
members who are educated and have
the experience, to work toward the fu
ture by making the necessary positive
decisions that will meet the challenges
that we have now and the ones that are
sure to come.
I would like to thank and give credit,
that is rightfully due, to the people who
made the decisions to bring about this
reservation and to the past Councils
that made the decisions to bring us up
to what we have now.

I am Nathan Jim, Sr. I was born Janu
ary 9, 1 937, to Willie Jim of Pine Creek,
Washington and Catherine Cushingway
of Warm Springs, Oregon.
From 1942 to 1954, I attended the
Warm Springs BIA Boarding School.
From 1952 to 1956, 1 attended Madras
High School. During 1956 and 1957, 1
attended the New York Merganthaler
Linotype School.

I've been raised with traditional and
cultural teachings from my parents and
grandparents and practice our hunting
and fishing treaty rights as often as I
can. A part of the teachings I've learned
Is that I have a place in our Tribe and
on this reservation, in which I have been
and will continue to be a servant of my
people as an employee, coach, mem
ber of parent clubs and as a husband,
father, grandfather, brother, son and
grandson. As a child, my Grandfather,
the late Alex Tohet, always emphasized
to never ask of things from your tribe,
but to provide for your tribe what you
can. This has always been my way of
life.
I made the decision to seek election
as your Tribal Council representative for
many reasons, some of which I am list
ing: Housing: We need to provide better
living conditions for our tribal members,
at an affordable cost. We need to en
courage home ownership by seeking
financial assistance to meet the hous
ing needs for our people. There will al
ways be a need to provide rental units,
but they should be well maintained so
that they're safe and sanitary for fami
lies to raise their children in.
Employment: It seems that we've al
ways had a high unemployment rate,
but we can address some of it by set
ting up funds for tribal members to work,
so they can pay for their housing and
other living expenses. We should set
up funding in the annual tribal budget
of $100,000 here and there, to provide
employment for our tribal members,
while completing project work that's
been setting on back burners due to

Previous Committee and Tribal In
volvement Hired in 1960 as a fire fighter. In
1963, 1 was hired as a full-time janitor
at the Warm Springs Community Cen
ter. In 1966, I moved up to a mainte
nancecustodian position. In 1970, I
became Community Center Director. In
1976, I moved to the position of Cul
ture and Heritage Director. In 1980, I
worked for the US Census.
In 1981, 1 was appointed to the Fish
and Wildlife Committee. In 1964, 1 was
appointed to the first Museum board.
In 1965, 1 was appointed to Legislative
and Organization Committee. I also
served on JOM and other education
committees.
Past Experiences
I served in Troop 59 Boy Scouts and
became a Scout Master in 1966.1 was
involved in establishing the Educational
Programs, curriculum development, the
NW Regional Reading Series, the
Donner Foundation Project, the
Sahaptin language and research of
Wasco and Paiute Languages. I helped
establish various Indian clubs in high
schools, junior high schools and vari
ous community colleges and inmate
clubs for Native Americans.
I am still serving as Fish and Wildlife
Committeeman fifth term and serve
as the head judge for the counting
board.
As a sideline, I have, for the past 30
years, served as master of ceremonies
at various powwows and conferences
throughout the US and Canada.
I hope all the Warm Springs tribal
lack of funds. This could provide tem
porary or short-term employment for
100 people or so, depending on the
projects and need, as well as the fund
ing available.
Education and Rehabilitation: Along
with addressing employment needs, we
need to provide avenues that are eas
ily accessible for our tribal members to
acquire educational and training needs.
It could be as a means of rehabilitation
for those that are in need of it, and ad
vancement for those wanting to acquire
Improved knowledge and skills. Our
education and training funds should not
be restricted to just GED, higher edu
cation or on the job training, but to al
low expanded use.
Law Enforcement: We've experi
enced a dramatic increase in the crime
rate on our reservation and too many
times there's nothing done to bring jus
tice to our people who have had crimes
done against them. We need to provide
a safer community to raise our children
and grandchildren in, while working to
ward a better place for our future gen
erations. I believe in maintaining honesty, in
tegrity and ethics in all phases of life,
and especially in the business that's
conducted for our Tribe and Reserva
tion, and will uphold these beliefs all of
my life; as your Tribal Council represen
tative and as a fellow tribal member.
I can't promise to do specific things,
as I would be just one of eleven mem
bers of Tribal Council but I will prom
ise to always keep our people's best
interests in the forefront.lt would be my
honor and privilege to serve the con
federated Tribes of Warm Springs and
I'm prepared to take whatever steps
necessary to fulfill the position of Tribal
Councilman.
My name is Levi Bobb, I am running
for Tribal Council in the Agency District.
I have worked for the tribe for 13
years, as a counselor, trainer, and Edu
cation Department Manager.
I presently own a laundry business
here in Warm Springs. I served on the
Kah-Nee-Ta Board of Directors for ten
years and I am currently chairman of
our Credit Committee.
My greatest concern is the size of our
tribal budget which is almost
29,000,000 dollars. Our past CEO
promised that he would streamline our
organization, hold managers account
able and promote private businesses so
tribal members wouldn't depend on the
tribe.
Instead of streamlining, our tribal
budget has grown 7 million dollars in
the last three years but it hasn't im
pacted our tribal employment. We have
gained some building that hasn't been
paid for, over half of our tribal members
do not work. I don't feel the size of our
budget or its annual growth can be jus
tified. Three years ago we had five Gen
eral Managers, now we have seven.
Our present Economic General Man
ager has taken leave to work on con
struction of our gambling casino. This
act has led to the promotion of Bob
Finch as acting General Manager. Mr.
members practice their right in choos
ing their representatives.
As a member of the Tribal Council, I
hope to assist tribal members in our
concerns, for our future generations, as
we are borrowing this time for our fu
ture. Good luck to all candidates.

My name is Irene Sanders Wells. I
have been nominated to run as an
Agency District representative for Tribal
Council. I am an enrolled member of the
Confederated Tribes of Warm Springs.
I have lived here most of my life, with
the exceptions of going away for an
education. My parents are Edna Smith
Sanders and Martin Sanders. I am mar
ried to Raymond Wells, who is a
Nisqually Indian from Washington. We
have ten children and raising two grand
children. I feel I have the expertise to serve
on Tribal Council because I have
worked for over thirty years in different
jobs, and have the experience and edu
cation. I have attended the University
of Oregon, COCC, and San Francisco
City College. My majors were Pre Law
and Criminology. I have worked for IHS,
Tribal Council, Law Enforcement, Tribal
Court (Chief Judge), Vital Statistics,
Enrollment Officer, Housing, Prosecu
tor, Training Manager, Affirmative Action
Officer.
I would like to serve on Tribal Coun
cil because of concerns that face our
tribe. The people of Warm Springs have
voiced their concerns about our youth,
education, our natural resources, em
ployment, accountability of employees,
gaming, budgets, services to the people
from the organization. We need to be
looking at the big picture for the future
of the tribe. We need to look at today,
tomorrow, and the future for our tribe.
We need to come together with all three
tribes and work together. We need to
have people representing with spiritu-

Finch was relieved of his position of
Credit Manager a few months ago,
which is a lower position. Yet when we
deal with our own people like Ed
Henderson, he is terminated.
My name is Woodrow Smith, Sr. Most
know me by Woody. My wife Iris and I
have 10 children, five girls and five
boys. I want to thank my daughter,
Wilma, for nominating me.
I want to tell you something about
myself. I served in Europe during World
War II. I joined the service in 1941 and
was honorably discharged in 1945. I
suffered a concussion and at the time
of my discharge, I was 10-percent dis
abled. I saw a lot of battle during the
war. While I was in England, it was dis
covered that the shells being sent for
US troops from American had been
tampered with. The FBI investigated,
and found that two women were respon
sible. It was pretty bad. When I was dis
charged, I was told to go home and wait
for my pension. I had hopes of buying
a new car and a new home on my pen
sion. I received $21 a month. I am now
100-percent disabled.
After I got home in 1945, 1 bought a
log truck. I was the first Indian on the
reservation to own a log truck. I thought
I could get rich. I lost my shirt. From
1 954 to 1 964, 1 was Warm Springs Chief
of Police. During those 10 years, I took
one week off work. I served on the tribal
Law and Order Committee until it was
suspended. I was an appellate court
judge for over a year and I served as
judge of the election board for a time. I
drove bus for a while and helped build
the houses in West Hills.
If elected, I am ready, willing and able
to learn. I will work especially hard for

ality, communication, and leadership.
I ran for Tribal Council in our last
election and missed being voted in by
one vote. I feel a lot of the Agency Dis
trict voters had the confidence in me to
serve on Tribal Council then and now.
I am asking you to vote for me for
the Agency District on March 28, 1 995.
Just remember your vote counts re
gardless of how you vote.
As far as private businesses we have
a building going up that hasn't been
voted on by our membership. It states
in our Tribal Constitution that a build
ing that costs this much will come to a
vote. Although personally I believe this
building is needed, there should be pro
tection for those peoples money that
believe the opposite, this is being done
right out in front of our membership.
I sued some of our highest ranking
tribal officials in our Tribal Court. The
Judge allowed an Insurance Attorney to
represent them. The tribe paid for their
defense. This action is against our tribal
code, our constitution and my Indian
civil rights. But somehow it is legal in
our Tribal Court rooms. I am not the only
tribal member whose rights are being
abridged.
In reviewing my personnel file I found
my signature on documents that I re
fused to sign. I have copies of the origi
nals. This is only one example of the
illegal acts that were done in our Per
sonnel Department.
I don't feel that our policies, proce
dures and laws are not being followed.
They are only written down to say we
have them.
We have to hold someone account
able and stop playing games. Somehow
these games and illegal acts have be
come business as usual.

the reservation that helps disabled vet
erans. I encourage everyone to get out and
vote on election day for the candidates
of their choice.
