Chicken pox outbreak seen
There has been a recent chicken
pox outbreak in Warm Springs.
Chicken pox is caused by a virus that
produces sudden fever, abdominal
pain, tiredness and a rash. The rash
begins as a small blister and leaves a
: scab in three to four days. The illness
: usually occurs in 1 1 to 20 days after
' being exposed. It can be spread to
others up to five days before the rash
appears to six days after the first
blister appears. Children usually
recover in seven to 10 days and have
a life-time immunity. It is important
to prevent the spread of chicken pox
by not bringing your child to the
clinic. Usually home treatment is
; sufficient in caring for chicken pox.
;Home treatment includes:
; 1. Use of cool water compresses
; to reduce the child's itching.
! 2. Keep child as cool a possible.

3. Keep the child's nails short to
discourage scratching that can lead
to secondary infections.
4. Use Tylenol for fever. Do not
give aspirin to the child as it can
cause further serious illness.
There are non-prescription
medicines that can decrease a child's
itching. These may be requested
through the pharmacy.
Please do not bring your child to
the clinic if you think he or she has
chicken pox as he or she may be
contagious to others. Your child may
return to school or daycare when

their temperature has been normal

Changes in landfill laws, requirements noted
In 1984, the Hazardous and Solid
Waste Amendments to the Resource
Conservation and Recovery Act
directed the Environmental
Protection Agency (EPA) to revise
criteria for municipal solid waste
landfills receiving household
hazardous waste. In 1988, EPA
proposed landfill criteria which were
supposed to minimize future clean
ups and reduce the potential
economic impacts on future
generations. Effective dates which
now apply to Warm Springs are:
General effective date:
October 9, 1995
Date by which to install final cover:
October 9, 1996
Effective date of groundwater
monitoring and corrective action:
October 9, 1995
Effective date of financial
assurance:
October 9, 1995
This ruling adds minimum federal
criteria for municipal solid waste
landfills, including location
restrictions, facility design ad
operating criteria, ground-water
monitoring requirements, financial
assurance requirements and closure
and post-closure care requirements.
Because most small communities
would be adversely affected by the
new requirements, the regulations
allow for small municipal landfills
to apply for exemptions from certain
high cost design and corrective action
criteria provided they can meet
ceitain specifications. Warm Springs
can meet the small landfill exemption
requirements.
The new regulations also prohibit
landfills from taking certain types of
slid waste items unless they will be
recycled. Some of these prohibited
items are: tires, white goods, and
sludge. This means that Warm
Springs will need to deal with these
types of items regardless of the solid
waste option selected. Since the
existing landfill has had materials
disposed in it that have not been
monitored, updating the landfill
would be difficult and it would be
better to close this facility and start
fresh. The old landfill must be closed
or updated by October 9, 1995.
Warm Springs needs to begin
operation of the solid waste facility
by October 9, 1995 and would like 0
begin construction by February of
1995.
