Ah-Ha, It's spring time here in
"Sprin's." Even though the weather
is a little on the bad side and the
snow is falling this morning. The
weather is a little on the chilly side,
but no matter how warm it is, its
always a bit chilly around Indian
Country when it comes to budgets.
No matter how great a plan is in
our Nations Capitol, especially
during the budget process everyone
gets his slice of the pie except the
Indians.
In the Clinton Administration the
proposed budget, the Indian Health
Service faces a deeD slice in funding
that could jeprodise many PHS centers across the country. Already the
under staffed and presently under funded PHS Clinics all have long
waiting lists, and waiting lines of Native Americans seeking medical
attention as it is, and now to face the big cut in the funding process.
Well no w that the elections are all over and the Clinton Administration
seemed to get all the Indians votes, who are the first to get the shaft,
well if you said the Indians you've won the big question for the day.
As the Chairman of the Senate Select Committee on Indian Affairs,
Senator Daniel Inouye, D-Hawaii, told the attendees at the National
Congress of American Indians convention in Reno, Nev. just recently,
he said, All Indian leaders must stand together and speak out to be
heard. "It's Pay back time." Pay back time for what the American
Indians have done for our great country. In all the major wars the
Indian servicemen went beyond the call of duty and are the leaders in
fighting for our country.
All the land ceded to the Federal Government in exchange formany,
many promises during the treaty negotiations, some promises never
kept. Many treaty's broken by the White Man. Even now they are still
trying to break treaties and rights held by the Native Americans across
our nation and Alaska.
Yep! During the Clinton-Gore campaign the Indians were really
short changed as usual. They went to extreams to win the Indians Vote.
With all things set aside and the country is operating under the new
Administration and sharp cuts are being felt by the whole nation. The
ones who feel it the most and the hardest is the Indians, and the Indian
Health Services, and that sharp edge of that cutting knife is not what
we want.
Yep! Sen. Inouye was right on target when he said all Indian leaders
must stick together and speak out as the Native Americans deserve all
they can get and more. We've got to get what was promised during
those treaty negotiations and one promise happened to be was, "Medical
attention," besides all the other promises that were made. All these
promises made in exchange for millions of acres of prime valuable
land that belonged to the Indians. Oh, how thoughtful of them to let the
Indians keep a very small portion of land to live on called the
reservations. It was seen to it that the land wasn't the best land in the
world. Some land was so poor that even the Lizards moved out.
There are all sorts of rights that the White Man can't understand why
we can do such things like hunt, and fish. They believe we are breaking
the law when we exercise our rights today. The White Man even think
the Federal Government gives all the Indians a Government check
each month to live on, which isn't so.
Maybe the Federal Government is in a day dream and believe
General Custer is still alive, and are swaiting for his return, because it
is said when he rode off he said, "Don't do anything until I return."
Well they better wake up and start doing what they promised in the
treaty bargaining many years ago. Ahh-Nahh-Chi-Toon!!
When ever there is something that is harmful or destructive and to
get rid of it in this country the first thing comes to their minds is. Send
it to the Indian reservations.
Just a few years ago there was quite a hassle over waste material in
the City of Portland, all the land fills were at capacity and they needed
space to get rid of theri rubbish
The Indians need income, let them set up a huge land fill to handle
all the rubbish from the Portland area. Or., or someone else in Central
Oregon, because there is a lot of wide open spaces around there.
Now take the Hanford Nuclear plant, in the state of Washington,
they need some where for temporary storage of used Nucualr tubes.
There are some reservations across the country that would like to take
something like this for added income for their reservation. Take the
McDermitt Indian reservation between the state of Nevada and Or
egon, theirland is so poor that hardly anthing can grow there. They are
looking for some sort of income and might be willing to set up
temporary storage facilities. The Gov. of Oregon, Barbara Roberts is
against this, that is storing Nucular tubes in this state. There is a
resolution in the state of Nevada, preventing such moves like this, so
all the storing would have to be done in the state of Oregon, the term
temporary could even turn into permanent. So I agree with the Gov.
Barbara Roberts, we don't need that here.
At least nine otters, from dusk to
dawn, enter the many smolt pools
(about IS to 20) at Warm Springs
National Fish Hatchery. In one pool
alone last year, the otters ate or killed
34,000 smolts. In another pool, the
otters killed and or ate over 13,000
smolt. Nobody seems to want to do
anything about it. Now, the Tribe is
considering limiting tribal members
for taking fish at Sherars Falls.
Otter numbers will increase this
spring and Indians will be penalized
again. Later this year, at least 15
otters will be filling up nightly.

Editor's Note: After receiving the
above letter, a call to the Fish
Hatchery confirmed Kirk's informa
tion. According to hatchery manager
Mike Paiya and assistant hatchery
manager Steve Turner, many spring
Chinook smolts have been lost to
otter predation.
A perimeter cyclone fence has
been installed around the yearling
ponds. Theottersdug under the fence,
so additional wire was attached to
the bottom edge of the fencing. The
otters then scaled the fencing and
crews added a hot wire to the top.
This forced the otters to "migrate
cross country", according to Turner
and additional fencing will be added
late this week.
The otters can not be killed or
removed because they are consid
ered to be "culturally significant"
animals. In the mean time, approxi
mately $10,000 has been spent in
trying to deal with the problem.

the fruits of Mother Earth. The Cre
ator has given of himself to be in
each of us. NEW LIFE is a life of
eating, sleeping, work and bills with
the Lord by our side. With the Cre
atorGreat Spirit within us to speak
to us about life. And to share life. To
me what a powerful way to speak to
us about life. And to share life. To me
what a powerful way to speak about
Easter, a ancient way to speak about
the Bible message that you shall Love
and be Loved; and I your God will be

Springs Police Department recently
graduated from the Basic Police Class
No. 183 at the Oregon Police Acad
emy in Monmouth.
Graduates must complete 320
hours of training in law, human be
havior, patrol techniques, investiga
tions and career skills. Subjects taught
include criminal law, civil rights and
liability, domestic conflict manage
ment, survival attitudes, traffic law
enforcement, crime prevention, death
and accident investigation, health and
fitness, defensive tactics, firearms
and first aid.
Officers are also expected to
complete a field training manual with
their agency training officer in order
to receive their certification, which
must be earned within one year of
their employment.

ship aid but is open to anyone.
