2 Sept: Officer investigated an
intoxicated female in the West Hills
' area who was made victim of an
- assault & battery; she was later trans
' ported and admitted into ML View
: hospital for further treatment; a young
: adult male was reported to have been
in the Sunrise street area who was
knocking on doors and windows,
prior to officers arriving, the suspect
fled the area on foot. An x-officer
was cited for theft who failed to re
turn property belonging to the Police
Department. A vehicle on Deer Loop
was made victim of a gas theft, and
officers along with fire personnel
responded to the Early Childhood
Center on an alarm that was acti
vated. Three citations were given to
drivers who parked in front of the
Employee Development Department
A male adult was lodged into the
Warm Springs jail on three counts of
sexual abuse, on appearance before
the Tribal Judge, the defendant was
ordered held until trial.
3 Sept: Officers were called to
the Sidwalter flats area when it was
reported that gunshots were fired; on

further investigation, a subject was
contacted who was said to have been
shooting at a coyote.
4 Sept.: A fight in progress was
reported on or near Avex road; an
unfounded juvenile party was called
in which also was reported to ended
with a fight. A male adult was ar
rested after a search warrant was
executed that produced approxi
mately 16 grams of marijuana in the
Oitz Loop area. During the same
search warrant raid, a male adult was
also reported to have been walking
up the street with what appeared to
be a beer in his hand, on approach of
the suspect, he then fled on foot who
was later apprehended. Further in
vestigation found a small .22 caliber
semi-automatic handgun near the
suspect who faces possible tribal and
federal charges for carrying a weapon
when prohibited and an ex-felon in
possession of a firearm. EMS re
sponded to the Sunset street area on
a reported small child with her foot
caught in the wheel or spoke area.
Injury was minor. On a reported
disturbance on Poosh street, two non
resident Hispanic males were es
corted off the reservation. During a
local Softball tournament, EMS per
sonnel responded to the ball fields on
a reported broken leg.
5 Sept.: Officers investigated a
house party that was reported in the
Looksh street area, no arrests were
made on the first report however
later in the day, three young people
were taken into custody for liquor
violation and contributing to the de
linquency of a minor, A non-Indian
was taken into custody after it was
reported that an accident had oc
curred off the reservation and the
suspect was found changing a tire
near the Space Age station. On fur
ther investigation, a smoking device
was noted to be in plain view on the
front seat that led to the discovery of
a small bag of marijuana also visible
near the driver. The suspect faces
grounds, Rickreal, Oregon (12 miles
west of Salem), Saturday, October 9,
1993. Grand entry is at 6:00 p.m.

charges of drugs, DUII, and hit &
run. On two separate other investiga
tions, two additional drivers were
arrested for DUII. A motor vehicle
crash was investigated by Wasco
County authorities which we pro
vided an agency assist on Hwy. 26
near milcpost 86. The vehicle was
traveling north when it ran off the
northside of the road and down ap
proximately a 30 foot embankment.
Airlife was called to the scene who
made two trips to the scene. The
second to transport the driver after
extrication who was pinned in the
vehicle. Fish & Game responded to
the Sherars bridge area on a reported
drowning, alcohol is suspected to be
involved as reported by witnesses at
the scene. It was also discovered that
no safety line was being used at the
time.
6 Sept.; On another reported Break
& Enteral the Space Age station, two
suspects were taken intocustody who
on their own admission face charges
of theft, malicious mischief, break &
entering, and trespass. Officers ar
rested a female on a reported at
tempted suicide who was found
highly intoxicated who has a lengthy
history of previous attempts. A total
of (16) drivers were cited for speed
ing following the labor day weekend.
Approximately (50) were cited for
the entire weekend.
7 Sept.: Minor activity following
the busy weekend, two local war
rants were served.
8 Sept.: On a telephone report by
the caller, a male was later taken into
custody after he was threatening to
take his life. On a trace of the call
officer responded to the Wolfe Point
area where on further investigation,
three arrests were made. The
homeowner who answered the door
to officers knew nothing was even
going on. Apparently the suicidal
subject had been in a bedroom while
telephoning the department. A fe
male subject was assaulted on Wasco
near Salem

drumming.

calls were looked into on the Shep
herd street area. On a reported spree
of gunshots in and around the Warm
Springs area, a suspect was located
who denied any part of the shots
being fired, the investigation is con
tinuing. A hit & run was reported at
the forestry parking lot which police
are looking toward any possible wit
nesses to step forward with any in
formation. 9 Sept.: A break & enter was in
vestigated in the Sidwalter flat area;
A male adult was arrested for con
tributing charges, a minor was ar
rested for liquor violation and on a
local warrant.
10 Sept.: A 68 year old female
was arrested for DUII & child ne
glect following a motor vehicle crash
on Hwy. 26 near Mecca road. A pre
liminary BAC analysis showed a
.21 in her system at the time of
booking who was lodged for detox.
On an odd call to our local radio
station, investigation is continuing
after it was reported that a male caller
called the station who requested a
song followed by a statement that he
was going to kill his female compan
ion. Hollywood cement barrier:
With road construction almost
complete, several tribal committees
have expressed concern over the ce
ment barriers that were put in place
along the new Hollywood extension.
The concern is the same concern
Public Safety reported on over six
months ago with regards to people
walking on top of the barriers and the
possibility of someone being seri
ously injured if they were to fall into
the lane of traffic passing by.
Several options were discussed at
the last Tribal Safety committee
meeting with these alternatives be
ing looked into. Public Safety would

The Fourth Annual Veterans
Powwow will be held at the Agency
Longhouse on November 5, 6, and 7,
1993.
Powwow organizers are recruit
ing for queen candidates for the junior
and senior courts. Junior court ages 6
to 13 and senior court ages 14 to 18.
The young ladies who desire to par
ticipate are encouraged to contact

The crowing of the queen royalty
will be on Saturday, November 6 for

Gang Awareness:
Defined: A gang is two or more
people who interact among them
selves to the exclusion of other
groups, have a group name, claim a
neighborhood or territory, and en
gage in criminal or antisocial be
havior. Reasoning: The gang offered them
support, caring, and a sense of order
and purpose. The excitement of it,
for protection, to earn money, to be
with friends. . . I was pressured, in
timidated, or too scared not to join.
Prevention: Communication with
your child; listen to them and look
for certain cues that something might
be wrong. Tell them that you disap
prove of gangs, you don't want to see
them hurt or arrested, that they are
special and worth protecting, you are
there to help them with problems,
family members as well as other
community members are working
together against gangs. Support
added or additional extra-curricular
activities to keep them busy, know
exactly where and what your child is

An enrolled member of the Confed
erated Tribes of Warm Springs , Ber
nard Tewee died Saturday, September
4, 1993 in Wasco County on the
Deschutes River due to drowning at
Shear's Bridge. The lifetime resident
of Warm Springs was thirty-two years
of age.
Tewee wasbom November 15, 1960
in Redmond, Oregon to Howard and
Florene (Smith) Tewee. He grew up in
Warm Springs and Madras. Was a self
employed fisherman, had worked at
the Museum at Warm Springs and for
Warm Springs Forest Product Indus
tries. His interests included playing
basketball as a youngster and hunting
and fishing.
Dressing ceremonies were held
Tuesday, September 7, 1993 at 4 p.m.
at Bel-Air Colonial Funeral Home in
Madras, officiated by Larry Dick.
Overnight services followed as Wilson
Wewa and Picrson Mitchell officiated.
The Burial was held at Simnasho
Cemetery on Wednesday, September
8. Casket bearers were Chester Smith,
Jr., Damn Tewee, Erwin Stwyer, Dolan
Waheneka, Jay Scott and Tyrone
Tewee. Honorary casket bearers were
doing 24 hours of the day. Know,
discuss and agree on a set of ground
rules that your child or teenager can
live with. Use positive reinforcement
constantly, get to know who your
child's friends are, and make sure to
communicate with fellow parents to
ensure these preventive measures are
being followed.

ior, poor progress or achievement in
school, truancy, lack of hobbies or
something constructive to do during
leisure time, increase or frequent
negative contact with school offi
cials and or police; draws gang
symbols or insignias, increased
problems with maintaining family

change in dress attire.

Contributing to the delinquency
of a minor: Any Indian who aids,
causes or permits a child under eigh
teen (18) years of age to do any act
prohibited by law shall be deemed
guilty of contributing to the delin
quency of a minor.
Abduction: Any Indian who shall
willfully take away or detain another
person against his will or without the
consent of the parent or other person
having lawful care or charge of him,
shall be deemed guilty of abduction.
Assault: Any Indian who shall
attempt or threaten bodily harm to
another person through unlawful
force or violence, and who has the
present capability to cany out his
threat or use unlawful force or vio
lence against the person threatened,
shall be deemed guilty of assault.

1960, and Monica Tewee on May 30,
