Page 4 novemder E Coosh EEWA "Spifitotf StWQtt$n " ' W 9. SHOPPING CENTER For some time now there has been talk of establishing a shop ping ccntcrhcre in Warm Springs. It's been on the drawing board but there still needs to be some final izing before they make a presen tation to the Tribal Membership for their input and to approve or disapprove the whole thing. There are all sorts of ideas to go along with the plan on what's to go into the mall. The location is another problem. There are three differ ent sites in mind but there are disagreements among several in dividuals on the location. There is the Campus site, a site along highway 26 across from the mu seum and another location near the Administration Building. Ev erything down on papersure looks good but when it's time to put up the funds is another thing. Who knows this may just be the thing that's needed around here. People could own their own business, this could create employment for the local people. This would save travel to other places to do all the shopping. A person can shop with his neighbors right at home without having to travel in all sorts of weather. But on the other hand, what types of shops will go into the shopping center? It's very hard to get started in a business of ones own. A person really needs a lot of working capitol to carry himself during his venture into a small business. Are we able to support a shopping center? To compete with the Metropolian areas where the shopping centers flurish with all kinds of sales, and the competition among each other is really tough and they have everything a person wants. These shops are equipped to handle the overhead expense that it takes to carry an inventory during the slack periods that will come along. Will we be able to compete with the larger cities with the shopping center? Will we have to depend on the tourists for trade? It's only natural that people who live here like to get out and go for drives on the week-ends just to get away from here for a while. There are some shopping centers that are closing down because of the competition with the metropolitan shopping centers. These shopping centers are in the metro-area where the population is much greater than it is here. Just think of all the money it will take to build all these shops and after they are built it will cost to maintain them even if they are in useornot. . Don't mind me, I'm just rambling along on what could or could not happen. So when the questions come up you will have a clear mind to make the dedision on the idea of having a shopping center or not. Take Madras for instance, where there was a mini-mall planned to take place downtown where a restaurant was set in and some small shops were to go in. The restaurant was established but when it was time for the shops nothing panned out. Take the McDonalds for instance, a big named fast food establishment really made a hit at first and now that the paint smell is wearing off the trade is not as great as when it started. But if it was set in by a local person the taste wouldn't have been as great as the well known McDonalds. It takes all sorts of gimmicks to get going in business. But like I said, when the shopping center issue comes. "It's your potato." AHH-NAHH-CHI-TOON! ! ! Serving on the Tribal Council should not be considered a full time job to support a family as that was not the original intent It appears that some of the Tribal Council business, agenda items, can be trimmed, eliminated or delegated. But no one comes forth to admit these things, "abuse" comes in many forms and is done here on the reservation, at one time or another. If someone pointed the finger at you, what would you do? I for one am not mature enough to understand what life is about, I talked with several people that is acquainted with these types of Eroblems. How do I know if they now what they are doing and saying, they say they are experts in their fields, maybe it just comes from book reading, I don't know. Well, maybe by putting a person down or stepping on someone and then kicking them when they are down. They get a pat on their back because they are the first to find a case such as mine. I made a mistake when I was a juvenile and it was put off until my 18th birthday so I could be tried in adult court, therefore I will start my voung adult life with a record. At least one Tribal Council chairman in the past has had to leave Tribal Council meetings to seek more infor mation so that a decision could be made. What rates of vacation and sick leave are you suggesting? Rates of pay with other tribal councils is difficult to compare if their organizations are not similar. The Yakima tribes never adopted the Wheeler-Howard bill like the Warm Springs Tribes. 1 believe the Yakima tribal chairman is also an administra tor. The Yakima General Council is important in their organization. What other tribal organizations arc similar to the Warm springs Tribal Organization? In serving on the Tribal Council, why should Warm Springs tribal members employed by the Tribes have an advantage over other tribal members that arc employed by orga nizations other than the Warm Concerns expressed by Thomas To the editor, I am responding to a concern be ing addressed by the Tribal Council Chairman per Tribal Council mem bers that Council men and women are experiencing difficulty support ing a home and family on the amount they are presently being paid, well, I also have a concern I would like to address. Human services are limited to Tribal members living on the reser vation, ie. hospital, medical and housing. I am a Tribal member living 26 miles out of the service area and have come up against these problems recently. In order to receive housing I must return to the reservation and live with relatives, have verifiable employment just to get on a waiting list. I have on occasion parked at Macy's store and observed workers shopping during work time. On one day you will nouce that between 8:30 9:15 a.m., all the drive out workers, driving government vehicles, prob ably forestry and tribal management vehicles, occupants ranging from 2 to 4 persons. In that 45 minutes, 15 to 20 employees are taking at least 30 m inutes work time to shop for snacks. This costs the Tribes approximately $5.50 per hour, a minimum of $35.00 per day, $175.00 per week. Many other employees spend work time at the store or in Madras at Aherns, Dairy Queen, Video Shops and at Kah-Nee-Ta, that would be hard for me to believe are Tribal affairs. The girls did very well. Here are all the girls that went: Vera and Roberta Thomas, Desiree Sutterlee, Deece Suppah, Mellissa James, Farrell Lucei, Marie and Marissa Kalama, and Darlene Frank, these girls did a fine job, they not only took the championship, but one of the most important awards, to me, is the Sportsmanship Award. We also came home with two all-star awards, Darlene Frank and Desiree Sutterlee; two ball hog caps, Farrell Lucei and Mellissa James; and the MVP award, Marissa Kalama. Also, I would like to thank Arlene Boileau, from OSU Extension, for helping out with our Indian Taco Appreciation for Lucinda expressed To the editor, What an inspiration to wellness and health Lucinda Greene is to the community and to us, the Wellness Team. We truly enjoyed attending the conference at Seaside, Oregon last week. It was a truly wonderful experience to put into our "Book of Memories." Questions of conflict of interest arise when tribal employees serve on the tribal coun cil. Apparently I have been taken off the list to receive CURRENT min utes of Tribal Council meetings. Tribal consitiiutional changes are very important; therefore, more in formation is needed before proper consideration can be given to an in crease in Tribal Council compensa tions, and if other benefits are to be considered. How much is pure dedication to the Tribes personal sacrifice? It really hurts my heart to only be treated like a Tribal member when you need a vote like this and not when I need it. I have in the past year been hospitalized 3 times and have not been able to get assistance and have been treated like a stranger. This really hurts.
