"Spityoy Spoofts" Thanks to investigators

The Pi-Ume-Sha 1991, ap
peared to have had a record
breaking crowd this year. There
were so many people around
here it was hard to find a park
ing place anywhere. I don't
know if that was a record break
ing crowd, anyway it sure
looked like it was. There were
all kinds of events going on at
the same time.
The Warm-Up dancing al
ways brings a lot of people out
during the first night of the
powwow. There was the Fun
Run put on by the Warm
Springs Running Club; There
was the 14 mile, plus endurance
horse race which is getting more
and more popular each year,
this also includes a junior
division as they run a shorter route than the adults. There was the
Fried Bread Golf Tournament held at Kah-Nee-Ta, always draws
top golfers from all parts of the country. There was the 16 team
Softball tournament with teams from all parts of the Northwest
entered. There was the stick game tournament where there are a lot
of hot games played. There was the fishing trip and cook-out for
the Councilmen and the Governor down at Whiskey Dicks.
There were all kinds of contest dancing, with something for
everyone which included the"Honkey Dance Contest!!" Dancers
young and old were out to show what they could do. And Snagging
...OOOps!!! I meant meeting new friends as there were people here
from all parts of the country.
Then there was the big All Indian Rodeo which was sanctioned
by the Western States Indian Rodeo Association, put on by the
Warm Springs Rodeo Association, as there were top Indian cow
boys here trying to earn as many points as possible with the
thought of competing in the National Indian Finals, at Albu
querque, NM next fall. "Whew..." How can anyone take in all the
sites with just two eyeballs, and believe me there were plenty of
beautiful sites to see...Ahhh-Nah-Chi-Toon....

Assistance Act.
This is a partnership in which an
Office of Self-Governance has
been established in the Depart
ment of the Interior and given the
responsibility of working with
tribes to craft creative ways of
transferring decision-making pow
ers over tribal government func
tions from the Department of tri
bal governments.
An Office of American Indian
Trust will be established in the
Department of the Interior and
given the responsibility of oversee
ing the trust responsibility of the
Department and of insuring that
no Departmental action will be
taken that will adversely affect or
destroy those physical assets that
the Federal Government holds in
trust for the tribes.
I take pride in acknowledging
and reaffirming the existence and
durability of our unique govern-
tiplicity of issues and problems
presented by each of the 5 10 tribal
entities in the Nation now recog
nized by the dealing with the
Department of the Interior, the
White House will continue to inter
act with Indian tribes on an inter
governmental basis.
The concepts of forced termina
tion and excessive dependency on
the Federal Government must now
be relegated, once and for all, to
the history books. Today we move
forward toward a permanent rela
tionship of understanding and
trust, a relationship in which the
tribes of the nation sit in positions
of dependent sovereignty along
with the other governments that
compose the family that is Amer

dates sold a total of $4,515 tickets
prior to the powwow.
Queen Phoebe Suppah sold
2,174, while Arlissa Rhoan sold
1,090 to gain second place.
Vena Badroad sold 874 to take
third while Madeline Jim sold 377.
Each girl received 15 percent of
her sales.

There was this Italian who said, "I hav-ah three sons, one is a
lawyer and he makes $50,000.00 ah year, the other is-ah doctor and
he makes $50,000.00 or more ah year. The third is-ah Sports
Mechanic.

A special dinner by the Tribal
Council held each year during the
Pi-Ume-Sha activities in apprecia
tion of all those who have worked
in-behalf of the Tribes in all areas
of business. This year along with
Governor Vic Atiyeh, there were
members of the Water Negotia
tions team, the Columbia River
Inter-Tribal Fish Commission, the
Museum Board members of the
BLM and members of the BIA
from the Portland Area Office
were present for the fine get-together.
There were no formal speeches
of I's and me's but a Rood get
together and all having a good
time. The following day there was a
cook-out down at Whiskey Dicks,
along the Deschutes river where
there was some fishing done before
the meal. Everything went well and
until next year things will go back
to normal.
