We can only look back and wonder
what it was like in the early days of
this nation. Wonder what really
took place. The communication
between the two different societies.
The Whites and the Native Ameri
cans. There is stories that a language
called "jargon," was created
between the two cultures. A lan
guage that has rapidly died out.
There are just a hand full of people
who remember that language and
can still speak some of it. Words
like"Ki-Da-Mikah."rm not really
sure what it means or if that's the
correct way to spell it. However,
my interpretation to that is, "How
are you?"
Maybe someone will correct me
if I'm wrong about the meaning.
Well, getting back to the olden
days, there are so many stories of what it used to be like. But for sure this
language was used between the traders and the Indians who lived along
the Columbia River. It's amazing how peple can create ways of commun
ication, especially in those days. It could have been through that language
that played an important role in the signing of the treaty. Well after all the
negotiations were agreed upon the non-Indians got the land and the
Indians got the reservation. Here is what a lot of non-Indians don't
understand today is that the Indians agreed to live on the reservation but
still retained the rights to "HUNT, FISH and GATHER FOODS.'Mn all
accustomed places as long as the rivers flow and the mountains stand.

Oh, Yes! Remember to vote July 10, 1990 on those two important
issues that went down during the last election because of a lack of
participation of tribal members at the polls. The Tribal Council needs
your support on these issues and if you think it's a waste of money or it's a
good thing, now is the time to express yourself by voting for or against.
Elections cost money to have and this is the second one.. .so get dot and
VOTE...Ah-Na-Ci-Umnee.

To the Editor,
I have just received my Child
Development Associate credential
and have many people to thank for
helping me. The CI) A program is a
competency based program, which
involves three people coming to
observe me working with children
in the classroom, and me putting
together a portfolio of my work. I
have Normandie, my advisor, to
thank for helping me get ideas and
going over them before 1 put a final
copy in the book. Normandie,
You've done so much to help me
throughout this whole process, it's
unbelievable! I know you were also
busy with Cinda and Jerry, as well
as your other work, but you made
time for me anyway and I really
appreciate it.
I would also like to thank my
ParentCommunity Representa
tive, Lorraine Suppah. You were
very patient with us even though
we kept changing our meeting
times and dates. I think you were a
good voice for the parents of this
community and you did your job ,
well. I thank your boss, Lloyd, for
being so understanding when you
had to take time off from work to
attend our last meeting where I got
my credential. I don't know if the
national CDA representative will
see this, but if you do, Karen,
thank you for coming out and
observing me and seeing that I am
doing my job well.
Thanks to my typists, Laurie,
Luanne and the one that stayed up
the latest and got up the earliest to
get the job done, Chet. I couldn't
have gotten my portfolio done if
you hadn't helped out last minute,
thank you very much. I have to
thank Doreen for staying a few
more davs to babvsit the boys
while I was preparing for the final
judgement. I'm glad Mychal and
Curtis were understanding through
out the whole thing when I was
working on the portlolio even
though thev didn't really know
what was going on. I love you boys.
I did this for you!
Much thanks goes to Reona for
pushing me into this. I guess you
cussing and forcing me to sit down
to do the work finally paid off,
right?! Just kidding. You gave me a
lot of moral support and tried to
help me get organized by getting
some papers together for me and
you were always there any time I
needed anything, thank you.
I appreciate the staff at the three
year olds trailer and at the Daycare
lor putting up with me shuttling
around back and forth during the
last few months I know we went
through a lot of hectic teacher jug
gling. T he staff in both places gave
me a lot of support and I needed
that.
I am more than grateful to those
parents of children in Vivian's
room who filled out the parent
questionnaires and returned them,
your input was very valuable in the
LAT meeting because we couldn't
have gotten far without them.
Thank you for taking the time to
participate in the credentialling
process I really appreciate you.
Last, but certainly not least, I
thank the children who were in the
three's trailer at the time of the
assessment. I did this to benefit you
and all of the children I plan to
work with for years to come. I hope
to be the best possible teacher I can
be for all of you.
Also, a big congratulations to
Cinda and Jerry who also suc
ceeded in attaining their CDA
credential!

Jurisdiction doesn't affect non-members
To the Editor,
The Supreme Court of the Uni
ted States has recently issued an
opinion that affects each of you. In
a case decided by the court on May
29, 1990 called Duro v.Reina, the
Supreme Court held that Indian
tribes do not have criminal juris
diction over non member Indians.
What does this mean to you? If you
are a tribal member of Warm
Springs living on the reservation
and an Indian from a different
tribe beats you up, steals your car,
or does some other criminal act
against you, that person may go
unpunished. The Supreme Court
says that you cannot seek a crimi
nal prosecution in our tribal
courts. It is uncertain whether or
not the case could be prosecuted by
the state court or the federal court.
Your tribal council has been re
cently meeting on this matter to
determine what course of action
they may take. You should not sit
and wait for the tribal council to
take action but make your con
cerns known to them and also to
your state and federal representa
tives. The Supreme Court said in its
opinion that congressional action
is required in order for Indian
tribes to extend criminal jurisdic
tion over non member Indians.
What that means is congress needs
to pass a law explicitly overturning
the Supreme Court's ruling. The
court also seemed to favor inter
tribal recipicol agreements wherein
tribes would agree that other tribes
could extend criminal jurisdiction
over their tribal members. I think
such agreements should be dis
cussed among the Columbia River
tribes; Warm Springs, Umatilla,
Nez Perce and Yakima, and other
tribal organizations such as the
Affiliated Tribes and National
Congress of American Indians. I
think this tribe should actively seek
such inter-tribal agreements.
You also need to be thinking
about other aspects of our tribal
structure that the Supreme Court
questions. The Supreme Court
essentially said that our tribal sys
tems are unfair because non-tribal
Indians cannot serve on juries, hold
elective ollice, or vote in tribal elec
tions. What do you think about
that? Are you willing to open to
such activities to non member In
dians? What if we are required to
open to such activities to non In
dians? Please do not sit idly by. Talk to
your tribal council representative.
Call for general council meetings
to discuss this matter. Get in
volved. The impact of this case
upon your daily life is too great for
you not to be concerned.

A doctor finally got to his table after being asked medical advice from a
women at a social gathering. He asked his lawyer friend, "Do you think I
should send her a bill?" "Why not," the lawyer replied, you rendered
professional services by giving her advice."
When the doc got to his office to send a bill to the annoying lady he found
a statement from the lawyer. It read, "For legal service $25.00." YI KES

scrambled one and boiled the other and put them on his plate. "You

Senior wants visitors
To the Editor,
I am writing as to what has
started about 20 days ago. To me,
it is not right. First, the Senior
Citizen Program was to take my
father and give him a house in the
Senior Citizens Housing. They
said it was taking great strain on
my family, that some people said
my family was not doing a very
good job to take care of him. The
people better look in another pers
pective. How many times do you
stop by at his home, to visit in one
year? answer: once or none at all.
Now it's just words that the Senior
Citizen's Program said they will
move him to a house across from
Senior Center. Nothing backing
those words. Now, they said, we
will screen out people as to who
can live there. The decision better
be made up faster than 20 days or
so. What I call beating-around-

tion. The following is what he said to
me after his release from St.
Charles Hospital March 28. "Now
that I am home, where are all the
Indians at? when I was in hospital
they came to visit. Now I'm home
no visitors."
People said my family is taking
advantage of my father, spending
his money. The way he said it, "My
four grandchildren is the only ones
that take care of me, come cook,
visit and stay with me. In return I
help my four grandchildren." No
one else taking that kind of
responsibility. Are they? Just my
family.
March, April and May, I wit
nessed only about 16 people stop
by to visit. That's about 4 people
per visit per month. Where's eve
ryone? So my family is not the ones
taking advantage. He is not getting
visitors to make him happy.

The thunder roared loud, made children cry.
Rain ran in our ditches.
Pots full,
hail.
Blankets all wet, hang them over the rump.
The sun came out bright.
Everything clean.
It took four days to get there that time.
Found sheep in our patch.
Berries all gone.
Our four camp trees were cut.
Our Grandmas all cried.
We never went back.
