Subbasin planning
Cultural impacts should be considered
An estimated 1 50 people listened
to 25 representatives of regional
agencies and organizations, tribes,
utilities and Bonneville customers
as they met for the second Salmon
and Steelhcad Round Table in
October. The meeting, sponsored
by the Northwest Power Planning
Council, was designed to review
efforts under the Columbia River
Uasin Pish and Wildlife Program
:i nd to provoke ideas for the future.
In the wrap-up of the session,
Council Chairman Tom Trulove
reported, "Generally, we heard that
salmon and steelhcad declines over
tlu last several decades have been
halted." But he noted several cau
tions about this conclusion, such as
a small decline in runs over the past
year and the fact that many natural
stocks have been replaced by hatch
cry production.
Round table participants said
fish runs that need the most atten
tion now are those in the Snake
River BAsin. They also pointed to
many positive program accomp
lishments such as habitat projects,
hatchcryies, improved passage in
the Yakima Basin and better research.
Past and future costs of the fish
program were a major focus of the
discussions. Participants urged policy
level discussions prior to develop
ing budgets and utilities said no
area of the budget should be
immune from consideration for re
ductions. Representatives of agen
cies and tribes urged that deeply
felt cultural impacts and years of
inaction should be considered along
with economic factors when mak
ing rehabilitation decisions.
Discussion also centered on strcam
lining the processes for implement
ing fish measures and on wheteher
a consensus was necessary prior to
all decisions.
Holiday tournament begins Nov. 23

With expected sales in excess of
$360,000, the two-bay service sta
tion building is complete with can
opy, restrooms, equipment and all
fixtures. The facility also includes
two gasoline tanks and one dicsel
tank with a total of four pumps.
Proposals will be accepted until
5 p.m., December 15. 1989.
The Confederated Tribes reserves
the right to reject any and all pro
posals or parts thereof and retains
the right to negotiate with any and
all parties that have submitted a
bid.

Parties purchasing a vehicle by loan will need to have a letter from
the financing company guaranteeing the loan. This letter must state
the name and address of the buyer and the name, address and phone
number of the financing company. Please include the vehicle
number, description, VIN and price. Please state the method of
handling the title: To be released to the buyer or to be mailed to
the financing company.
Title and vehicle will be released immediately upon receipt of a
certified check or cash. Title and vehicle will be held for a maximum
often days upon receipt of a personal or company check in order for
the check to clear.
All units will be sold "as is"and on a first-come, first-served basis.

TV. Listen to the radio, please do
not call the school or the support
services building.
2. It may be necessary to send
children home early because of a
threat of severe weather or other
emergency. Please have a "second
home" near your home where your
children may stay in case you are
away from home, and let your
children know what the plan is that
you make for these emergencies.
Go over this with your children so
they will be prepared for any emer
gency that may arise.
3. Since the cold weather is here
be sure that your child remem
bers to bring a coat to school.
Being outside is important, but it is
cold enough that a coat is needed.
If your child has been sick and you
feel a need for them to stay inside
please send a note with your child.

has been scheduled for show cause hearing at 9:30

You are hereby ordered: To be and appear at
the Warm Springs Tribal Court at the time and
date shown to show cause why the suspended
sentence of $250 fine, should not be imposed for
your failure to comply with the sentence imposed
against you. This hearing will not be a full hearing

against a complaint that you failed to obey the
Order of the Court.

ment hopes to see an Indian
Arts curriculum introduced into
District schools as soon as pos
sible. An Indian language pro
gram has recently been approved
by the 509-J School Board for
kindergarten students at Warm
Springs Elementary. A plan is
being developed to bring the
Indian language to all grades.
Adults, too, will benefit from
the language and legend collec
tion of the Culture and Heritage
Department. Morrison visual
izes classes in the language for
adults, eventually. At this time
materials are available for view
ingat the Culture and Heritage Depart
ment located at the Community
Center.

cost. Spilyay Tymoo is published bi-weekly by the Confederated Tribes of Warm Springs
The 1990 Low Income Energy
Assistance Program (LIEAP) is
starting up December 1, 1989.
Priority will go to senior citizens
and the handicapped. Handicapped
means an individual receives dis
ability payments.
LIEAP will provide a one-time
payment to eligible recipients, to
help with heating costs. Payments
will usually go directly to the vendor
providing the source of heat.
Eligibility will depend upon
income from all family members,
before taxes, either for the past 90
days, or 1 2 months, whichever is in
the applicant's favor. The income
guidelines are below. A maximum
payment of either $250 or $200,
depending on income, will be made
to a vendor.
It is very important that appli
cants schedule an appointment and
bring all materials listed below to
complete the application. Appoint
ments will be rescheduled if certifi
cation materials are not brought to
the appointment.
Applicants must provide proof
of all household income, a current
electric bill, name of fuel supplier,
medical bills paid in 1989, social
security numbers of all household
members and proof of ages of
children.
Also, if someone helps pay the
rent, or you live in subsidized hous
ing, you must supply a one year
printout of electric and or gas bill
or 12 months of actual bills for
electricity, gas, oil, wood, etc. The
amount of interest earned on
accounts must also be provided.
If you are attending college on a
grant, are self-employed or are
receiving unemployment benefits,
forms must be picked up at the
LIEAP office prior to an appoint
ment. Also, if the landlord pays part of
the heating bill, a signed statement
showing this is required.
Please keep in mind that the
money for this program is limited
and is expected to run out early.
Checks to vendors will not be cut
until January, 1990, but the money
will be committed to families start
ing now.
