The D.P. staff has been helping
out with the budget process for
1988. Boy, are our fingers and
brains tired, but we're sure glad
most of it is entered into the compu
ter! i Sandra is going on strong with
the micro computers. She has been
learning the following software
systems: DOS (stands for "Disk
Operating System" this software
is the heart of what "runs the com
puter. You can think of DOS as the
wild animal trainer in the circus
making the animals do feats of
physical skill and daring. In much
the same way, DOS controls the
way the computer uses programs,
games, the applications. DOS also
lets you use devices such as prin
ters, diskette drives and fixed disk
drives with the computer.) Word
perfect (this software is for word
processing typing letters, docu
ments, envelopes, labels, and the
like.) Hayes smartcom (this soft
ware allows two different compu
ters to access each other via phone
lines. This is a great help when our
attorneys in Bend need to send our
legal aid department a document
right away). We will keep you
posted as she progresses! Good
work, Sandra.
Val is now in the full swing of
computer operations on our HP3000
mini computer. This computer is
our main computer that the Tribes
uses to administer our daily func
tions. For example, the computer
prints out the per capita, payroll,
accounts payable vendor, credit
loan, insurance and bonus checks.
It also prints out accounting's
monthly statements, credit's delin
quency notices and various other
reports and forms for several other
departments. In the past, Val has
been in the computer operations
for some time so now she's become
quite an expert on the subject? Like
Sandra she's also doing a great job!
Her programming skill is still impro
ving and will be an on-going learn
ing experience.
As for the rest of us D.P. staff,
...well, we're still hanging in there!

who has turned in a training request
in the past, to come up to O.T.S.
(second floor of the Daycare build
ing) and look at their own personal
training card.
The card would have your name,
tribal member, non tribal member,
the type of training you took, the
hours and dates. I his might be
helpful to add a copy to a job
resume, appraisals (merit ratings)
or just to track your personal growth.
In the future before you take any
type of training, it might be worth
your while to take the time to fill
out a training request and send it
through your chain of command
beforehand.

the A. P. news contribution list for
the year through July, just under
K PT V-TV of Portland. The number
of contributions includes complete
stories, assists and tips. It does not

Vehicle Operations
4.2 Maintenance and Repair
(a) All maintenance and repairs
of tribal vehicles will be performed
at the Vehicle Pool Garage by veh
icle pool personnel. Under no cir
cumstances will anyone other than
personnal authorized by the Vehi
cle Pool Manager be allowed to
service or repair tribal vehicles.
(b) Department Heads will be
responsible for scheduling tribal
vehicles according to the mainte
nance schedule. Each vehicle is to
be serviced every 2,000 miles.
(c) Department Heads are respon
sibleformaintainingadequate bud
get funds for maintenance and
repairs.
(d) Vehicles that are assigned to
a particular department, but used
at times by another department,
shall be charged out at a rate to be
determined by the Vehicle Pool
Manager. The rate to be charged
will be set up to recover the costs of
operation, maintenance and repairs.
(e) The rates charged to users of
Vehicle Pool Garage will be estab
lished by the Vehicle Pool Man
ager. Such rates will be designed to
allow the Vehicle Pool to break
even, or to be marginally profita
ble, but will not exceed the compet
itive market rates.
(0 At the end of each month
each department head who has
assigned vehicles will submit odome
ter readings on the appropriate
forms provided by the Vehicle Pool.
4.3 Emergency road repairs
(a) In the event of vehicle mecha
nical failure while on travel, render
ing the vehicle inoperable, the driver
should immediately call the Vehi
cle Pool Manager at (503) 553-
1 161, extension 224 or 288 during
working hours. During off duty
hours, call the police department at
(503) 553-1161. After working hours,
and on weekends, it rings directly
to the Police department. They can
contact the Vehicle Pool mechanic
that is on duty. If the vehicle can be
safely driven, the driver should
immediately return the vehicle to
the Vehicle Pool and report the
problem to the Vehicle Pool Mana
ger. (b) Under no circumstances are
vehicles to be driven if further
operation would result in additional
damage. For example: Car radia
tor overheats and continued driv
ing would ruin the engine. The
driver may be held personally respon
sible for resulting damages if proper
judgement is not exercised. When
necessary, the driver may have the
vehicle towed to a safe storage or

4.4 Vehicle Equipment
(a) All tribal vehicles will be
equipped with standard equipment
at the expense of the program.
Each department Head will check
each month to guarantee that the
following equipment is available
on each of their assigned tribal
vehicles:
i. Spare tire, lug wrench, jack.
ii. First-aid kit, flares.
iii. Fire extinguisher.
(b) Special equipment will be
installed only at the request of a
branch manager, at the expense of
the department requesting the spe
cial equipment.
(c) Each department head will be
required to have theirassigned veh
icles washed and inspected for dents
or damages at least once a week.
4.5 Vehicle Fuel
(a) All tribal vehicles are to be
fueled a the Vehicle Pool. Fuel
keys are assigned for each vehicle
and are not to be used for other
vehicles, or for filling gas cans.
Only tribal vehicles may be fueled
at the Vehicle Pool.
(b) Lost fuel keys must be imme
diately reported to the Vehicle Pool
Manager. Lock changes, replace
ment keys, and other expenses which
might be caused by lost keys will be
charged to the responsible depart
ment. (c) Credit cards are to be issued
and controlled by the Vehicle Pool
Manager. Authorized vehicle opera
tors may request cards on an "as
needed" basis.
(d) Any out-of-pocket fuel, or
related vehicle expense receipts must
be turned in. with receipts to the
Vehicle Manager for reimbursement.

Bishop Frank
Enrolled member of the Con
federated Tribes of Warm
Springs, Eugene Bishop Frank,
50, died September 2, 1987.
A lifelong resident of Warm
Springs, he was born December
22, 1936 in Warm Springs to
Amos Reed and Marena Frank.
He attended schools in Warm
Springs and Madras. He attended
Tacoma Vocational Technical
School where he became a die
sel mechanic.
On April 18, 1970 he married
Shirley Watah in Reno, Nev
ada. She preceded him in death
September 9, 1982. At the time
of his death he was self-employed
as a heavy equipment operator
and mechanic. His family des
cribed him as "a simple man
who stayed behind the scene"
and "friendly person who made
people happy."
He is survived by two sons,
Timothy Smith and Jamie Smith;
one daughter, Stephanie Frank,
his mother, Marena Miller; four
sisters, Marilyn Wagner, Ram
ona Tanewasha, Doris Miller
and Norma Miller; three grand
children and numerous nieces
and nephews.
Dressing ceremonies were held
Sunday, September 6, 1987 at
the Agency Longhouse with
Nelson Wallulatum and Larry
Dick officiating. Wilson Wewa,
Jr. and Delvis Heath conducted
Seven Drum overnight cerem
onies at the Longhouse. Burial
was Monday, September 7 at
the Dry Creek Cemetery with
Reverend Allen Elston officiating.
