The Chapter l-M Program in
Jefferson C ounty is now complet
ing its seventh year. Several year
ago. the lawmakers of our nation
began to rcalie that the children of
our agricultural and fishery workers
often have special educational needs.
In many cases, the families often
move in order to find work, and so
the children have to keep changing
schools throughout the year. Because
of the many interruptions in their
regular school activities, the child
ren sometimes fall behind in their
studies and even lose interest. To
help correct this problem, in 1966
the U.S. Congress passed a law
establishing special educational pro
grams and services designed to
providecxtra help for migrant school
children.
The Jefferson County School
District 509-J applies for Federal
monies through the State Depart
ment of Fducation and the Migrant
Tducation Service Center in Salem.
Oregon on a yearly basis. Summer
school funds arc also applied for
separately.
An eligible child is one who has
moved across state or school dis
trict lines with a parent or guardian
.
A Deschutes Ready-Mix truck,
for unknown reasons, coasted from
in front of the Chevron station,
just past Dan Macy's home. The
truck was not damaged and there
were no injuries.

cost. Spilyay Tymoo is published bi-weekly by the Confederated Tribes of Warm Springs.

or related activities including food
processing and the harvesting and
cultivation of trees. This is deter
mined by a home visit made by the
Home school consultant. Eligibil
ity is then established and regis
tered on a Certificate of Eligibility
w hich then generates M SRTS enroll
ment. The period of eligibility then
lasts for a total of six (6) years. The
first year as a 'current migrant stu
dent' and the last five as a 'former
migrant student, unless there is
another move.
Special teachers and aides work
with eligible children individually
or in small groups to give them the
extra education in basic skills such
as reading, oral language, math,
language arts, or in any other prob
lem area. The Resource Teacher
monitors these activities.
In order to do well in school, a
child must be in good health. Migrant
Education, in cooperation with other
community agencies, tries to make
sure that every child is provided
with needed health care. Eligible
children are also provided with a
24-hour 7 day a week accident

fer system (MSRTS) is a nation
wide computerized communications
network designed to transfer the
health and educational and health
information on identified eligible
students throughout the country.
These records are part of the respon
sibility of the homeschool consul
tant. 1 his system was set up in 1969
and carries information on more
than 800.000 migrant students. Lo
cally, we have 5 10 eligible students
in the Tri-County area.
Technical assistant regarding Re
cruitment, Identification. Parent
Involvement, record-keeping, etc.,
is provided to schools in the area
outside the Jefferson County and
the Culver attendance area by the
homeschool consultant. Othcrtypcs
of support services are also pro
vided such as translations, attend
ance follow-ups, transportation,
home visits, etc.. by the home school
consultant.

On June 8. 1987. our voune
children will be transferring in our
Head Start Day Care trailers. Our
present three-year-olds will be trans
ferring to Kay Anstett's four-year-old
room, the four-year-olds will
be transferring to the Child Devel
opment Kindergarten room, and
the Child Development Strider's
will be transferring to Vivian Wewa's
three-year-old room. It has been a
very good year for all of those
children and teachers and we will
miss those children who are going
into Kindergarten.
The 1986-87 school year in our
Early Childhood programs has gone
by fast, and our children's last day
in our Head Start Part Day and
Tribal Preschool programs will be
June5. For all those four-year-olds
who will be entering Kindergarten
next year, we wish them the very
best because they have been delight
ful children. And we look forward
to those children who will be com
ing into Head Start and our Tribal
Preschool programs next year.
