Most com ments were received before the cutoff date of May 9, 1986. Those who commented were pri marily in-state residents from var ious agencies including conserva tion groups, business groups, recrea tional groups, timber, industry, civic groups, professional agencies and federal and state agencies. A summary of the report follow: Timber In regards to timber, lodgepole pine harvest was on the board. People do not like large clearcuts associated with the harvest. They do not like the effects on mule deer habitat in that cover is reduced, more roads are constructed and forage gains are only short term. There is a general concensus that accelerating the lodgepole pine har vest on a IS year basis is inapprop riate. Harvest of lodgepole sup presses the amount of ponderosa pine that could be harvested. Jobs and local economy were key concerns. Selected harvest was stressed instead of clearcuts. Strong support was voiced for a sustained yield. There is strong support for a firewood program and strong objec tions to below cost sales. Fish Intense criticism was voiced in exclaiming the Plan be inadequate in addressing fish and fish habitat centering primarily on the Deschutes River and larger lakes and reservoirs. Wildlife Concern was expressed that the great grey owl was not considered in the Plan and standards and guidelines for goshawks were inade quate. And, there was concern that no provisions were made for Osprey outside of the Crane Prairie area. Snags left should total 80-100 per cent rather than 60 percent. Con cern that no specific road man agement direction was included in the Plan was expressed. Townsend's big-eared bat should be included in the plan. A slower harvest for lodgepole pine was stressed to reduce impact on hiding cover for mule deer. There was much comments about old growth and its value including wildlife, riparian areas and visual management. Recreation Many respondents advocated main tenance of roadless areas in their current condition with no moto rized use, geothermal development or logging. Interest has been expressed in adding the upper Deschutes River and entire Mcto lius River to the Wild and Scenic River System. Protection from hydro development and commercial deve lopment were concerns along with protection and enhancement of fish and wildlife habitat, scenic values and compatible recreation. Separ tation of types of trails for hikers, snowmobilcrs, etc. was emphasized and protection of scenic values from timber harvest was stressed. Many wanted to increase nordic skiing possibilities and wished more snowplowing to open wilderness areas. Off-road vehicles and snow mobiles should be kept out of sight and sound. Visual Protection of scenic values along rivers and highways was expressed as important with the utilization of landscape management used more widely. Geothermal leasing should not be allowed to conflict with any other resources and should not occur in roadless areas and should not take place in sensitive ecologi cal areas and critical wildlife habi tat areas. A better analysis of the geothermal resource should be made. Special uses Most comments were concern ing the standards and guidelines for special use permits. Comments focused on recreation type permits and particularly outfitter and guide permits since the plan proposed Foster homes needed rather restrictive policies with the greatest limitations in wilderness areas. Common mineral materials Deschutes County comprehensive plan recognizes a shortage of gravel and stone of building quality. They would like the National Forest to make sources of material available to the public. Agreement came in many areas but disagreement was strong in cer tain areas: There is not agreement on how much ponderosa pine should be harvested; Even though there is agreement about timber harvesting in the roadless areas in the first decade there is not agreement as to whether those acres should be removed from the base when calcu lating the ASQ; There is not agree ment on what the long term direc tion for the roadless areas should be. There is not agreement on what the role of the Forest should be in providing for economic stabiliza tion or growth in the local econ omy; There is sharp disagreement on whether additional cross coun try ski areas should be established where snowmobiles are excluded.
