Notice! The next session to exa
mine and appraise artifacts for
possible purchase is Thursday, June
12, 1986. The artifacts must have a
"history of item" form completed
for each individual article before
the committee can examine them.
Please take into consideration the
following acquisition procedures.
1 . Only articles to be considered
are genuine artifacts that have scien
tific, historical, or artistic value of
our immediate, present tribes. We
are not accepting articles that are
contemporary made, meaning: arti
cles made recently of manmade or
modern processed materials or means
readily capable of duplication. This
includes articles recently made, but
considered artifacts due to the fact
that they were dup'licatedly copied
from an old picture.
2. History of the artifact form
must be completed for each indivi
dual item. These forms can be

3. The History form and artifact(s)
will then be left with the Secretary
and the doner seller is given a
temporary receipt.
4. The item(s) is examined by the
MOIHS Accessions Committee and
and either accepted or rejected on
the basis of quality, appropriateness,
and institutional need.
5. If rejected, a letter of regret is
sent to the would-be doner seller
and the articles returned to the
owner.
6. If accepted, an entry is made
in the accession register and accession
number is assigned.
7. The final approval of all pur

The apportionment issue has been
decided. Tribal voters soundly
defeated the secretarial election pro
posing an amendment to the Consti
tution and By-Laws by a margin of
almost three to one. A total of 1 19
voted for the issue and 290 voted
against.
A total of 333 eligible voters cast
their ballots locally and 82 absentee
ballots were received. Of the local
ballots, one was disallowed because
it was spoiled. Five absentee ballots
were disallowed because they were
not properly certified, said Warm

policy that ail acquisitions need
approval of the MOIHS Board of
Directors we cannot promise checks
on the same day or week of the
acquisition meeting. The Board will
be meeting and viewing the proposed
purchases at their next scheduled
meeting. If the item is accepted for
purchase, the owner will be notified
of the appraisal price before the
check is processed so as to avoid
inconvenience to the appropriate
department involved. It will help
tremendously if you will leave a
number where you can be reached.
Beulah Wahpat will be accepting
artifacts from 8 a.m. May 27th
until 4 p.m. June 10th, 1986. Due
to all the paperwork involved prior
to the reviewing session, items will
not be accepted after this deadline:
no exceptions.

construction of the mutual help
houses. If you are confirmed for
placement into this housing project,
we need you to come to the Construc
tion Office to select your house
plan and colors.
Most important you need to see

and see how your house is laid out
on the lot. Your input is needed by

voter turnout.
According to election board
chairman Woodrow Smith, there
were few problems with this election.
"The ballot was simple and to the
point,"hesaid. Smith recommended
that the Tribe follow the bureau's
lead and formulate tribal ballots in
the same way. "I would like to see
ours this way."
The one problem.voters did run
into was that the polls opened at
8:30 a.m. and closed at 7 p.m.
which seemed to cause confusion.
Six voters were not allowed to vote

Four of the five state ballot
measures passed with only measure
5, the $96 million prison bond
measure to build four new prisons,
defeated 104,974 to 86,212.
Ballot measure 1, the ban on
taxing social security, passed 1 63,680
to 35,884; Measure 2, merger effect
on tax base, 101,192 to 72,688;
Measure 3, signature verification,
passed 143,776 to 42,398; Measure
4, special election for Senate vacancy,
passed 103,651 to 86,270.
Jefferson County voters reflected
statewide opinion on state ballot
measures. Only one county measure
passed, however. The transient room
tax received 1775 yes, 1223 no.
Member dies
A single-car accident at milepost
at 3.4 on highway 3 May 7 claimed
the life of a 27-year-old woman and
seriously injured her 1 0-day old
son.
Victoria Winishut was killed when
the car in which she was riding,
driven by Tilden McDonald, went
out of control, left the road and
overturned. Also in the car were
Tilden McDonald, Jr , aged two-and-one-half
years and Terron
McDonald, 10-days. All passengers
were thrown from the car. Terron
McDonald received serious head
injuries and was taken to St. Charles
Busses to bypass Center
In an effort to relieve congestion.
School District 509-J busses will
not make morning or afternoon
student exchanges at the Warm
Springs Community Center for the
remainder of the school year.
The change will start on Tuesday,
May 27. This change is based on
safety concerns shared by the
Confederated Tribes and the School

Warm Springs was involved in single car accident on the Upper Dry
Creek Road just off of Highway J, May 1 7. Stevens was trmgpam-ffr-
Mountain View Hospital in Madras for observation and later released.
Warm Springs police department and Fire and Safety responded to the
accident.

Tribal elections are open from 8
a.m. to 8 p.m. Topash commented
that for "continuity and to eliminate
confusion in the future, we will
keep the polls open until 8 p.m."
Topash also commended the elec
tion board members. "They are the
most professional I've had the plea
sure to work with. They work
excellently as a team and their
responsibilities are well-defined."
Tribal Council unanimously certi
fied the election results by approving
resolution 71 73. The Constitution
and By-Laws will remain as it
currently reads.

The 509-J operating levy failed
with no votes at 1207, yes votes
totalling 1069. Measure to establish
a tax base also failed.
Anzie Adams defeated Paul Con
verse 624 to 569 on the democratic
ticket for State Representative dis
trict 55. She will run against Bill
Bellamy.
Cecil Zemke ran unopposed for
county assessor. Elaine Henderson
was unopposed for County Clerk.
George Nielson ran unopposed for
district court judge for Crook and
Jefferson Counties.
Metolius voters passed the city
tax base 71 to 42 and the operating
levy 72 to 36.

Medical Center in Bend. McDonald,
Jr. and McDonald, Sr. were both
uninjured.
Sr. were both uninjuried.
According to BIA investigator
Jerome Main, McDonald, Sr. was
arrested for driving under the
influence and was lodged in the
Warm Springsjail. Main also stated
that the U.S. Attorney will review
the case to determine if it should be
presented to a grand jury.
This is the first alcohol-related
traffic death on the reservation
involving a tribal member since
1984.
District. The District is requesting
that all children board the bus
nearest their homes. The busses
will take most students directly to
the schools without any need to
make changes from one bus to
another. Students should not plan
to board a bus at the Community
Center as it is no longer a bus stop.
