Summary and Description of the Amendment to the Constitu tion of the Confederated Tribes of the Warm Springs Reservation of Oregon The Secretary of the Interior was petitioned by 562 enrolled members of the Confederated Tribes of the Warm Springs Reservation of Oregon, on January 31, 1 986, to conduct an election to amend the Tribal Constitution. An election will be held May 15, 1986 to vote on whether or not Article IV, Section 2 of the Warm Springs Tribal Constitu tion should be charged. At the present time, the section reads: Section 2. Apportionment Article IV Organization of Tribal Council. Section 2. Apportionment Representation from the districts shall be as follows: Simnasho District, 3 elected members and the recognized Chief of the District, or his successors; Agency District, 3 elected members, one of whom shall represent the Sidwalter Flat area, together with the recognized Chief of the District, or his successors; Seekseequa District, 2 elected members and the recognized. Chief of the District, or his succesors. If a majority of voters votes "yes";' the Constitution' would be changed to read: Article IV Organization of Tribal Council Section 2. Ap portionment. Tribal Council elections to fill the eleven (11) council seats will be done at large in a general election of the people. If a majority of voters approve the change to Section 2, it will have an effect on twelve (12) other sections of the Tribal Constitution. The Tribal Council will still have eleven members, ' but they will all be elected by Mini-marathon scheduled for April 26 It is time to grab your running shoes and start hitting the roads preparing for the annual Kah-Nee-Ta Mini-marathon, which will be held Saturday, April 26. This year the 1 3. 1 mile run will be sponsored by the Warm Springs Recreation Department. This year's course for the mini-mathron run will consist of the start at the Kah-Nee-Ta Village and continue along roll ing hills with a downhill run on a gravel road then on to a blacktop road for the remainder of the run with one major hill before the finish. For the six mile fun-run, the course will be flat with one big Children and mud pies go hand - V i the eligible members of the Tribe, and not by districts. Following is a summary of the changes that will be made to other sections of the Constitu tion. Other areas of Article IV Organization of Tribal Council impacted by this election: Section I Presently reads: Section 1. Composition The Tribal Council shall be composed of members chosen as hereinafter provided. The Council shall con sist of eleven members, to be selected from the districts as set forth hereafter. Section 3 presently reads: Sec tion 3 Term of office Members of the Council shall be elected for terms of three years except that the chiefs shall serve the life, and their successors shall be selected in accordance with tribal custom. Section 3 would be amended to read: Section 3. Term of office Members of the Council shall be elected for terms of three years. Section 4 presently reads: Sec tion 4. First Election The first election of the Tribal Council shall be called by the present Business Committee as soon as possible after the adoption and approval of this Constitution. First Elec tionThe first election of the Tribal Council shall be called as soon as possible after the adoption and approval of this Constitu tional amendment. Section 5 presently reads: Sec tion 5. Right to vote All mem bers of the Community of either sex, who are married or who are over 2 1 years of age, are entitled to vote in the district in which they reside. Recall A member of the Council may be recalled by the electors of his district in an election which shall be called by the Tribal Council upon presen tation of a petition for the recall of such member signed by as least 30 percent of the eligible voters of the district. Successors to recalled councilmen shall be elected. Awards will be given to each female and male winner in each age group divi sion. Runners in the 13.1, 6.0 and 3.0 runs will each receive a raffle ticket. All participants will receive a t-shirt. The Chiloquin team took their first game (150-120) against Beatty. It was the first step in Chiloqiun's march to the championship title. In their first game the Taholah, Washington team easily beat Sprague River with a final score of 1 17-98. Taholah was dusted in their second game when they went against Chiloquin (123 108). In their final game, Taholah won by a one point lead against Chico giving Taholah third place in the tournament. With two wins under their belt, Nespelem had earned a shot at the champion ship title. Going against Chiloquin the Nespelem gave way to the Chiloquin team leav ing Chiloquin the title. Beatty met Sprague River, winning with a final score of 125-103, thus ending any hope for the title. Beatty was then pitted against the Travelers' machine and go under in defeat by a mere one point lead.
