The need for a secretarial election arose when apportionment advocates circulated a petition in January gaining the signatures of 562 eligible tribal voters at least 18 years of age. According to Warm Springs superintendent Bernard Topash, the final version of an informa tion pamphlets, just recently completed, was mailed March 27 to all voters. Also mailed were registration forms. All tribal members at least 18 years of age by May 1 5 are required to regis ter. Topash stressed that all voters must register to vote. The last day to register will be April 24 and a final voters' list will be posted by the BIA April 25. Absentee votes must be received by the superintendent's office by May 14. Registration forms can be ob tained at the superintendent's office. The policy restricts cutting of snags needed by wildlife. The committee feels it is important to have habitat to maintain a resident bird popu lation for the control of tree damaging insects, snags provide that habitat. For many years snags were thought to attract lightening during summer storms and were cut down to prevent them from starting forest fires. JLVIIW f w I Nine-month budget discussed at public meeting Tribal Council presented the nine-month budget, adopted by resolution 7108 February 27, at a public meeting March 25 at the Agency Longhouse. The budget, which shows a $2. 1 mil lion surplus for 1986, will go into effect April 1. Over 100 tribal members from all three districts attended the meeting. By comparison, the nine-month budget, in addition to the three month operations appropria tions, is larger than the original operating budget that was adop ted and petitioned late last year. The total budget authorrJor 1986 is $19,017,356. Tfce $1.5 million difference is dujo to in creased per capita payments, appropriations for Kah-Nee-Ta, interest on an EDA loan and additional monies appropriated for KWSI. Per capita payments made to all enrolled members were in creased from $75 to $100 per person. Because grant applications for KWSI are still in the review process in Washington, D.C.. an additional $7,240 was pro--vided for the station. One tribal member questioned the $25 increase in per capita payments. "I think it's kind of bad business, when we're not; making any money," he said.; Chairman Zane Jackson stated : that the Tribe is "not projecting at working at a deficit. We'll be making a profit. People have asked for an increase. People need the increase," Jackson said. The same member asked why the money used for the per capita increase couldn't be used for increasing the number of jobs on the reservation. Jackson had Ken Smith explain breifly the upcoming economic devel onment oroiects such as the western apparel enterprise which win eventually employ 57 people. uonunuea on page 9.
