Tribal reorganization finalized, set into action soon

ENROLLED MEMBERSHIP
The finalization of the tribal
reorganization, which has been
in the planning stages for
nearly two years, has become a
reality and will go into effect
September 1. All changes, most
of which are prom otions,
in v o lv e trib al m em bers.
Though most changes will be in
effect in Septem ber, the
proposed contracting of the
BIA Land Operations Branch
if approved, will be effective
January 1, 1984.
Those tribal members most
affected by the reorganization
will be Ray Calica, Jeff
Sanders, Jody Calica, Benny
Heath and Delford Johnson.
Also to be affected is Lloyd
. Smith, Sr., who has served as
personnel director for the past
eight years. He will work in the
finance department but, at this
time, it is unknown in what
capacity he will serve.
The tribal organization is
seperated into two branches,
much like before. However,

manager Doug McClelland
will soon have an assistant,
Mike Clements. Clements has
worked in the tribal Planning
department for nearly six
years.* Community Services
branch manager Ed Manion
will also have an' assistant.
However, that position will not
be filled until after January. 1.
Of particular interest is the
proposed contracting of the
BIA Land Operations Branch.
According to Warm- Springs
BIA superintendent Merrit
Youngdeer, the Tribe has
indicated that they , want to
contract the office of Range
and Agriculture, which is
currently a BIA position held
by Land Operations officer
Ray Welch. If accepted, the
contracting will not take until
January 1984.
Youngdeer said this is a
“unique venture,” as Welch is
retiring at the end of the year.
The Tribe will contract through
BIA someone to replace Welch
and that person will oversee the
day-to-day activities of the soil,
range and irrigation specialists
and range technician. These
