Legislation improves benefits for Vets

(Washington, D.C.) During
the second week of November,
Americans proudly recognize
and pay tribute to those brave
men and women who have
served their country in time of
need. As we pause to reflect on
the great sacrifices made by so
many, I would like to share
with you some of the legislation
approved by the 97th Congress
designed to help veterans.
On October 2, legislation I
co-sponsored was approved by
my colleagues in the House.
That legislation provides an
11.2 percent average annual
cost-of-living increase in
d is a b ility paym ents for
v e te ra n s w ith se rv ic e -
c o n n e c te d d i s a b i l i t i e s .
T h is le g is la tio n a lso
increases the maximum grant
for disabled veterans who need
automobile adaptions from
$3,800 to $4,400 and increases
the grant for housing adaptions
from $30,000 to $32,500.
By a unanimous vote, the
House of Representatives
approved a comprehensive
package of veterans benefits in
June. That package is now
awaiting final passage by the
Senate, which is expected.
This package, when passed
and signed by the president,
will extend the readjustment
co u n selin g p ro g ram fo r
Vietnam-era veterans for three
additional years, and will
require the V.A. to study a
number of health problems of
Vietnam veterans.

The measure requires the
Adminisrator to operate and
maintain a combined total of
90,000 hospital and nursing
beds, and to maintain the
availability of such additional
beds and facilities as are
necessary to fulfill the

assistance to the Defense
Department.
W hile p ro v id in g v ital
services to veterans is a
commitment the government
must meet, Congress must also
ensure that those currently
serving in the military are
properly treated.
Recently, President Reagan
signed legislation into law
granting pay raises of 10 to 17
percent for the nation’s two
million men and women in the
arm<»d fnr/^c
The largest raises, 17
percent, will go to senior
sergeants and non-commis
sioned officers. Officers will get
across-the-board raises of 14.3
percent.
One of the problems faced by
the active military is holding
onto middle-level servicemen
and women who are well
trained, but are underpaid.
Often after receiving valuable
training in the military, these
people leave the service to
pursue careers in the private
sector. The pay increase is
designed to provide an
incentive for more qualified
men and women to stay in the
military and should, in the long
run, help hold down the costs
of a strong national defense by
reducing the training costs for
new people.
