Much concern expressed
about tribal reorganization
To the people,
As many of you are aware,
and many unaware, a number
of concerned tribal members
have been c irc u la tin g a
petition. (It now has 300+
sig n a tu res.) The p e titio n
requests that Tribal Council
fulfill their obligation to the
people of Warm Springs by
involving us and keeping us
informed concerning major
decisions.
Recently our “leaders” seem
to have totally forgotten about
the people of Warm Springs
by not involving us in major
decisions. One would like to
think that at least one of our
“leaders” would think about
taking major resolutions to the
people for our input before
approving any major resolu
tion.
Our immediate concern is
Resolution #6033 which places
three people in top manage
ment positions ■
— two non-
tribal members and one tribal
member!?! Never before have
two non-tribal members had
this much power in our tribe.
Why can’t we put tribal people
in these positions?!
Why this particular move,
what are the other options?
Why weren’t these positions
advertised?!? Why were these
positions made retroactive to
February ?! There are many
questions unanswered.....we
must questions these decisions
in depth... Why, why,...tell us
why this is the best move for the
Confede:-ied tribes of Warm
Springs.

consequently has a vested
interest in the welfare of Warm

We have to eliminate the
million dollars of waste here in
Warm Springs!!....think is tod
much waste which we have to
pay for!! Think about it. Your
children pay for all this waste.
We owe it to ourselves to
reduce Tribal spending and
waste. We must tighten up on
tribal operation, find out who
is spending our money, why
they’re spending it and where
they’re spending it!! Then
follow it up with an indepth
audit. If we tighten up on tribal
o p e r a t i o n , p r o f it s an d
dividends will increase for all
thr.ee tribes. But we must come
together to accomplish this.
Don’t be afraid to speak
out...tbere are a lot of people
who work in various programs
who know where money,
equipment is being wasted, but
who do we turn to? Write or
talk to your Councilman.
Don’t be afraid of Council,
they work for us! We must
stand up for ourselves now, in
this generation, or our children
will have to endure the same
harships, eve worse.
We have to tighten up on the
“free lunch” that you and I pay
f o r, u n lim ite d e x p e n s e
accounts, credit cards, tribal
cars, ridiculous trips for
committees and Council, silly
donations to grown people,
clubs and associations that,
using a little imagination, could
earn their way.
If we are going to go down
the trail of. self-determination
and independence, then we
have to come to grips with
some very hard issues. We can’t
continue to take from the
future, just so we can enjoy...

Wampum doesn’t grow by
spending, it’s how it is re
invested and managed that will
insure a fulfilling future for our
children.

Why we initiated the petition
It’s the people of Warm
Springs that makes a llo f this
possible!! Our people come
firs t, every th in g else is
secondary. . .We must never
forget this. We enjoy what we
have today, because our elders
kept us first in their minds.
Think of our children, their
future, our future.. .sometimes
I worry abut our future.. .Then
I realize we, the Confederated
Tribes of the Warm Springs
Reservation of Oregon, can
com e to g e th e r and find
solutions.
Once a chief is nominated, or
a person is nominated for our
Warm Springs Tribal Council,
and accepts this nomination,
h e /s h e also accep ts the
responsibility tow ard the
people of Warm Springs. This
includes the responsibility of
involving the people in major
decisions that affect all ot our
lives. We must give support and
s tr e n g th to o u r T rib a l
G overnm ent by involving
ourselves in the governing
process.
Our Constitution and By-
Laws rea,d:Article Vl-Initiative
and Referendum:
Whenever a matter of great
importance comes before
the Tribal Council, the
councilm en sh all, by
resolution duly passed,
submit the matter to the
vote of the people. If they
do not so agree to submit
the question, any two
members of the council, or
one-fifth of the members of
the Confederated tribes,
may within 30 days after
the vote of council, call
such a popular referen
dum, but no councilmen
shall call more than two
re fe re n d u m e le c tio n s
during any calendar year.
W hen a re fe re n d u m
election has been called,
the question to be voted on
shall be posted at the
voting places for at least
ten days prior to election.
The notice shall contain
the ordinance or reslution
to be voted on with the
acco m p an y in g w ords:
“Shall the ordinance, or
resolution be approved?
Yes( ) No ( ) The will
of those voting shall be the
law, provided at least one-
third of the eligible voters
actually vote.
Laws. . .To say the least!! We,
the undersigned, are suggesting
R esolution No. 6033 be
brought before the people of
Warm Springs, to bring us
together in a joint effort to
arrive at the best solution.
The people have ideas and
thoughts too. We would
appreciate a chance to be
involved in the decision as to
who is to “RUN” our Tribal
affairs. We know who treats us
with respect and regard. We’re
not saying that we disagree
with the appointments, or that
they are a mistake. We are
saying that we disagree with
Council and Management’s
decision to disregard the input
of the Warm Springs People.

constitutional rights, which
allows us to voice our opinions
in major decisions.
We urge Tribal Council to
reconsider Resolution No.
6033 and allow the people a
General Council meeting to at
least afford the people, both
off the reservation.
Not only are the Tribal
people’s feelings slighted, also
many non-tribal employees are
feeling the same. We will
continue circulation of our
petition, which already has
hundreds of signatures, until
Tribal Council schedules a
General Council to allow us
our constitutional rights in
matters of great importance
that affect all of our lives.

This letter is to question the
judgem ent of the T ribal
Council.
They were elected to the
Tribal Council to support the
will of the Warm Springs
people. However, they are
neglecting the will of the people
ana supporting the Admini
stration and Management.
Here are a few. of the
decisions that were made
without the consent of the
Warm Springs enrolled people:
Purchase of Sherars Bridge
(We already had the fishing,
rights)!
Purchase" of Schoen-Hagen
Property (off reservation land,
ranch and farmland).
Building of new Tribal
Garage.
Reorganizing the Manage
ment to fit the administration;
not the enrolled members.
The Tribal Council have
been telling us the last few
months we are low on funds?
However Management and
Tribal Council create top level
positions that will cost the
Tribe (us) over a % million
dollars!
Do the Warm Springs people
really want this to happen? Is
there a Warm Springs member
trained for one of these jobs?
