Kremlin Acts
With Restraint
Toward Jordan

Is acting with restraint toward
the situation In Jordan. The
chances are this is part of Mos
cow's current campaign of peace
ful coexistence with the West.
There is little doubt that the
Soviet leadership is disturbed and
unhappy about the turn of events
Jn Jordan in the last couple of
weeks, especially after the eains
pro-Soviet elements appeared to
oe maKing were.
Moscow has stepped into simi
lar situations in the past with dec
larations, propositions and ulti
matums. In the past It has not
been hesitant to suggest that
Soviet "volunteers" might want
to rally against imperialists, as it
did during the Suez crisis last
fall.
But thus far in the Jordan
crisis, only a vast silence has
emanated from the Kremlin along
this line. The official press has
not even carried a full-fledged
editorial on the subject.
All the papers have done is to
carry a selection of press reports
from Damascus, Cairo and other
points, all carefully culled to dem
onstrate the anti-Western point of
view. But in the communist way
of doing things these republished
press reports are strictlv an un
official reflection and do not com
mit the Soviet government in any
way.
i There are Westerners here who
Tielieve the reason for the Krem
lin's restraint up to now is that
a Moscow blast at this moment
would strike a sour note in the
current chorus of peaceful co-
existence aimed at the West
Britain, in particular.
Still, a thunderous statement on
Jordan cannot be ruled out and
the Western colony here includes
some who believe one is coming

A budget of $44,216,366 for the
Board of Higher Education for the
1957-59 bicnmum was approved and
sent to the house by the Joint
Ways and Means committee Friday.
The sum approved Is approxi
mately $8 million higher than the
figure In the budget but Sen. Jean
Lewis, chairman of the subcom
mittee which handled the budget.
said that proposed repeal of 2.4
mill property tax levy, which has
been offset by income tax funds,
brings about a loss of $8 million
By eliminating the millage tax, all
funds for . higher education will
come from the general fund
Cut Restored
Under the bill given committee
approval a total of $1,346,000 for
academic salary increases, cut out
of the Smith budget, was restored..
Sen. Lewis told the committee
that, as a result, a 20 per cent in.
crease can be given to all mem
bors of the academic staff, and if
vacancies in the staff arc not filled.
this increase could go up to 25
per cent.
The subcommittee also restored
$50,000 for a lower Willamette Val
ley Experiment station and like
sum for additions to the Union Ex
perimental station.
To augment the required ap
propriation, the committee insist
ed upon an increase in student
fees to $6 for resident students and
$11 for non-resident students each
quarter.
Library Plan Approved
Despite determined opposition on
the part of Rep Robert Duncan
(D), Medford, the committee ap
proved $154,078 for library serv
ices, in rural areas. This sum will
be augmented by $180,000 of fed
eral funds in 1958 and $76,000 in the
following year.
Duncan declared that all budgets
dealing with education presented
to the committee were higher
than the sum granted two years
ago,
I have talked to people in my
district and found no demand for
this service.
Sen. Lewis said that the com
mittee heard from many people
from rural areas, including the
Medford area where Duncan hails
from, and all urged that the rural
library services were needed.
Court Budget Approved
A budget for the Oreogn Su
preme court of $446,365 was ap
proved. The court had requested
$452,565. However, the committee
added $2,532.20 to the budget for
the supreme court library, to pro
vide lor a salary increase for the
librarian, bringing this budget to
$74,107.57 for a two-year period.
An appropriation to the State
Board of Control of $150,000 to be
used in purchasing property be
tween Capitol, Court, Chcmeketa
and 12th streets for parking pur
poses, was approved by the com
mittee. Secretary of State Mark
Hatfield had requested $300,000.
but the committee felt that half
this amount would be sufficient to
begin the project, intended to fur
nish oil-street parking for state
employes. A fee will be charged
for the parking privileges.

Found Innocent
Of Taking Horse

Marvin J. Walker, 36, was found
innocent of the charge of horse
stealing by a circuit court jury
here r riaay nignt.
He was accused of taking a bay
horse after a neighbor, H. R. Rob-
bins, refused to sell it to him.
The trial lasted a week in the
court of Circuit Judge David R.
Vandenberg.

Yes, we all have our dreams.
Perhaps sometimes, they are mere projections

But often, they are healthy, honest aspirations
. . , opportunities which zeal deserves . . victories
which justice demands.
Is it wrong to dream such dreams? Does God
frown on honest hope and love?
Of course not! Rather, God has given us minds
able to dream, and souls courageous enough to
seek the difficult even the impossible.
But the Divine Architect helps man to model
his castles in the air, and provides the tools for
their building. With faith and the guidance of the
Church a man may realize hopes and aims which
a cynical world calls futile.
