Holmes believes his Democratic slalo administra tion will stand or fall to a large extent on the "ability of the people it can attract to government serv ice." But these capable public serv ants must be guided by a "realis tic appraisal of conditions." the dapper chief executive adds. "We must have a fair lax program, which will, level out the load; wo must economize without crippling our service to the people ot the itatc; we must increase the effi ciency ot our deportments." Believed Accomplished Gov. Holmes feels that so far this has been accomplished in the threo months since his inaugura tion and the start of ihe legis lative, session. "Wo have had almost no criti cism of the quality of men ap pointed, lo office," ho says, and he believes the tax program just reported out by the House Taxa tion Committee, where the Demo-' crnts have a majority, will work out "in the fairest way for busi ness, industry and the wage earner." This is not to say there has been no criticism of appointments. But the Governor says it has been based on politics and not on the qualifications of those named. Thompson Cnse Cited For Example, Holmes declares that Avery Thompson, Democrat recently appointed Douglas Coun ty district attorney, was the ablest man available to hold the post. Republicans argue that Holmes violated the law which says a Democrat can t be ap pointed to succeed n Republican in otficc. But the Governor says that while the former district attorney, Robert M. Stults, was a Republican, ho nlso had the Dem ocratic nomination in the last election. Atty. Gen. Robert Thorn ton ruled the Governor could thus appoint cither a Democrat Republican. So far the Governor's program has made little headway in the Legislature, where Democrats hold a majority in the House and are split evenly with Republicans in the Senate. Not Discouraged But Holmes isn't particularly discouraged. He doesn't expect to get from the Legislature all the tilings he asked for "We'll now have to see how close the legislators come to it," he soys. Holmes thinks that as chief executive, the Legislature should know how he feels about things "but in the end it's their judgment finally to determine the need." When the Legislature has com pleted its wOrk and is seen from the viewpoint of overall accom plishment on taxation, schools, labor and the like, "all will agree that it has done a creditable job," he predicts. He attributes the Legislature's slowness In acting on major legis lation to a "careful, studious, methodical approach." Members are aware of the economy wave evident in the country today and want to make suro they arc not wasting money, he says. Flora M. Lee Dies at Dallas DALLAS (Special) Funeral services will be at 10 a.m. Mon day at the Bollman Funeral Chapel here for Mrs. Flora Miller Lee, HI. who died in Dallas Friday. The Rev. Sydney Gnither will of ficiate and interment will be in Dnllns Cemetery, Mrs. Lee was born at Disko, Ind., Juno 2, 1875. She married Herbert A. Lec at Lafayette, III., Oct. 20, 18!)5. They lived in the midenst until 1904 when they came to Dallas. They moved to a farm near Perrydale in 1010. She mov ed to Perrydale in 1942 to live with a son. -Mrs. Lee served for many years on the school board, first as secre tary and later as a director. She was a member of the Farmers I'mon, the Grange, the Neighbors of Woodcraft, the Methodist Church and the American Legion Auxiliary in Dallas. She leaves two sons. Guy I.. Lee. Springtield; Myron A. Lee, 1'orrvdale: sister. Luln M. Miller, Seattle, Wash.; brother, Donovan I). Miller. Redmond, Wash.: three grandchildren and three great grandchildren.
