Seen Rough on
City Planning

planning expert predicted today
that highway construction over
the next 20 years will chango the
character and structure of metro
politan areas more than all the
work of metropolitan planners
since 1945.
John T. Howard, Massachusetts
Institute of Technology associate
professor, offered with his proph
ecy on the impact of the expand:
cd federal highway construction

"We are ill prepared, now that
the new highways arc upon us, to
say where they should he huilt
in the best interests of the metro
politan areas."
Howard, addressing the Amer
ican Society of Planning Officials,
argued that the purpose of high
ways was not ."the carrying of
traffic but to serve the commu
nity." '
He said a highway so designed
and built that it produces land
development patterns "worsening
the livability and efficiency of. a
metropolitan area is a disservice
to the community."
He declared the U.S. Highway
Act of 1956 proposing the building
of billions of dollars worth of
modern highways "does not rec
ognize these all-important aspects
of highway design."
"In the absence of metropolitan
planning and development poli
cies, each decision on highway
lnp.it inn will be based on highway
engineering, traffic engineering
end costs," Howard, contended..;
Ho noted that the federal act
silent on planning gives route
, locating authority to state high
Way departments.
He expressed hope "that the
date and federal engineers, even
though they are in a hurry and
even though the law docs not re
quire, will pause and listen to
what metropolitan planners have
- to soy. ' '
"And, where it is not too late,
that they will modify their plans
if they recognize the soundness
and wisdom of what they hear."

Adak Island andleft children so
'frightened they: waken screaming
at night, an observer reported
Thursday.
Ward Wells, Anchorage com
mercial photographer, ' toured the
Aleutian Island chain where more
than 80 aftershocks have been felt
since the heavy March 0 quake
that caused Pacific tidal wnvos.
Wells said most of the damage
was on Adak, midway in the
chain, He said some roads there
have splits 15 feet wide and 8
feet deep, some . buildings are
damaged and road guardrails
"look like they have been put In
by some drunk."
"The children nrc taking a beat
ing on this," Wells reported.
"They wake up screaming at
night from just the slightest noise
or shake. Tlicir nerves nrc all on
edge from the continuous shakes.
The adults are standing it pretty
well."
Wells said construction projects
on Adak were damaged heavily.
but that completed buildings had
mostly minor cracks and broken
windows.

body of Mrs. Mary Mnnakn, 82,
sought since neighbors reported
her missing Monday, was found
Wednesday under the high, old
fashioned bed at her home where
she lived alone.
She had lived here about SO
years and had no known relatives.
She had neither electricity nor
running water in her home which
was filled with piles of old news
papers. .
Death was presumed due to nat
ural causes, the coroner's office
reported.
