With Democrats leading the way,' the Mouse soundly whipped the proposal, sponsored by Rep. Sam Wildcrman (R), Portland, by a vote of 39 to 18. Twenty-one Democrats joined 18 Republican opponents, while two Republicans went along with the 16 Democrats who voted approval. Rep. Richard Groener (D), Mil waukie, opened the attack on the bill, asserting that payroll deduc tions "are reaching a point where eventually we'll be paying all the workers' bills." Rep. George Layman (R), New berg, said "the state opened the door to wholesale deductions two years ago when it approved with holdings for the United Fund. Where do we stop?" Rep. Robert A. Bennett IR), Portland, who led an unsuccess ful fight in the Legislature sev eral years ago to prevent the state from withholding income taxes from paychecks, said he had been paying union dues for 50 years. "ff you have the right kind of a union, the members will pay their dues themselves," he said. Bennett said he is preparing a bill to repeal the state withhold ing tax law.
