HI Tho president of the Amalgamated Clothing Workers Union reported to the union's general executive board that the government has awarded large contracts to a Ten nessee garment company despite what he said were labor law vio lations. Jacob S. Polofsky told the board yesterday that the Southern Athletic Co. of Knoxville has re ceived contracts amounting to M.876,998 during the past two years. That message will chart Hie ad ministration program on admis sion of more than 21,500 Hungar ian refugees. Eisenhower already has authorized their admittance. but wants Congress to provide for giving all of them permanent res idence status. Upriver Fish Ban Imposed PORTLAND W) The Oregon Fish Commission and the Wash ington Department of Fisheries have decided to ban commercial fishing on the Columbia River above Bonneville Dam this year starting Feb. 1. Purpose of the ban, announced yesterday, is to facilitate spawning and permit growth in salmon and stcelhead reserves of the up per Columbia and its tributaries. The agencies also shortened by 11 days the fall fishing season on the Columbia, from its mouth to five miles below the dam. They also decided to allow fishermen on the lower Columbia this year to spread their nets only three days a week, instead of four days permitted in 1956.
