As the boom showed signs of slowing down, businessmen took a good, long look at President Eisenhower's plan for a record 72-billion dollar federal spending program. The details were spelled out by the President in his budget mes sage to the new Congress. The budget he proposed for the gov ernment's fiscal year starting next July 1 was the biggest in the nation's history except in time of war. It called for an outlay of $7I,R(X).000,000 in government cosh for a wide variety of proj ects ranging from guided mis siles, atom bombs and foreign eco nomic aid to highway construe- and little consumers. If this spend ing should taper off, the mam moth government programs envi sioned in the budget would take up the slack and thus prevent business decline. Evidence of a moderate letup could be seen on a number of fronts this week. Auto production was cut back again as consumer demand for many of the new models lagged behind manufacturers' expecta tions. There were reports that the steel industry had over-estimated the size of its markets. F. W. Dodge Corp., statistician! to the building trade, reported a "most surprising" decline in dol lar volume of contracts awarded in recent months for industrial plant expansion. Money Lenders Demand, Get Additional Mortgage Premium WASHINGTON (UP) Money I lenders more and more are de manding and getting extra j premium payments for loans they make on home mortgages. The practice is most prevalent on VA and FHA loans which carry fixed interest rates but are guaranteed by the government. But it also is being applied to some extent in conventional loans, especially construction loans, al though the money market, sup ply nnd demand supposedly deter mines the interest rate. Here is how the premium sys tem works: Lenders charge the home build er or seller an extra fee for the mortgage loan which the lender makes to the buyer. They refer to this charge as "points" to avoid the distasteful words "per cent or "fee." A nationwide United Press sur vey shows that the fee runs as high as 10 per cent (or points) of the loan itself. This fee is over and above the interest rate which the lender col lects from the buyer on the mort gage itself. Guest Speakers Slated for Woodburn Church Services WOODBURN (SpcciaD-Titus A. Furthermore, in instances where the "point" fees are added to the cost of the house, the buyer has to pay more in the long run because he is paying interest over many years on an inflated price. Lenders Justify the " point" sys tem or extra fees, arguing that they have to do this to Ret what they consider a "fair" return on the money they invest in home mortgages. The system, though legal, Has been denounced in and out of Con gress as "gouging or worse. Some have said it is tantamount to usury. The "point" system was started about five years ago when mort gage money began lightening up. It has become more and more prevalent since. The United Press survey showed that the system is used practically everywhere fn the country except in the Chicago and Boston areas. Oil Shale Hit In Izcc Well IZKE. Ore. fi Frank Kendall reported he has struck oil shale in a test drilling on a ranch near here. Kendall, who works for Seneca Oil. Gas and Development Corp., said that shale taken from the drilling was "very good." Mollis M. Dole, director of Ihe slr'e Department of Geology and Mineral Industries, said his agency had not yet Investigated the report. He said, however, that the oc curence of oil shale was not necessarily indicative of an oil discovery. In recent years there has been considerable drilling at a number of places In Oregon. S. savings bonds. The department has been faced recently with strong demands in anfl out of Congress for an in crease as sales declined on some types of government bonds. Earlier this week, Secre tary of the Treasury Humphrey said "We will have a permanent and definite statement before very long.
