GROVER PARIS iipi The harmony ses sion of the North Atlantic Treaty Organization shivered today un der cold blasts from the United States and West Germany. U. S. Secretary of State Dulles told the annual minister's confer ence ihai America reserves the right to act alone in certain parts of the world without consulting NATO. West German Foreign Minister Heinrich von Rrentano warned that if Hungary's revolution fever spread to Communist East Ger many, nobody could tell how big the blowup would be. But he toned down his warning with the sober 'observation that 22 Russian divi sions stand ready to smash any German uprising In the East. Dulles' warning put America in the postion of having upbraided its two closest allies Britain and France for attacking Egypt without consulting other nations while reserving for the United Stales the right to do much the tame thing. Dulles pointed out to the NATO Council session yesterday that the United States has mutual protec tion treaties with 44 nations. 30 of them outside the North Atlantic community. He assured the council that whenever possible the United States would consult NATO on its policy and projected actions. But he said defense of Chiang Kai- shek s Nationalist Chinese govern ment on Formosa, for example, might call for independent Ameri can action without NATO consul tation. Dulles was explaining why the United States could not give un limited support to a report of the "Three Wise Men calling on all NATO members to talk things over "before any new policy is adopted which might affect NATO." The report prepared by For eign Ministers Lester Pearson of Canada, Halvard Lange of Norway and Gactano Martino of Italy was approved by the NATO for eign ministers in principle. Final action was held up after French Foreign Minister Christian Pineau and West Germany's Von Brentano laid they wanted tn add amend ments. It was while suggesting amend ments to the plan that Von Bren tano gave the council a brief sketch of the worrying situation in East Germany. From Germnn quarters it was learned that Russian tanks and columns of troops arc moving bout East Germany to warn the restive population that any upris ing would he put down by forces far larger than were used around Budapest. The West Germans consider that tha East Germans are not likely to stage a Hungary-type uprising! because of certainty they would! be crushed. But nobody is 100 per cent sure Nnr nnvhnHv inn nor I cent sure what the West German people would do if they saw their fellow countrymen being slaugh tered by Russian tanks on the other side of the Iron Curtain. Von Brentano insisted the re port of the "Wise Men" did not go tar enough in its proposal for com pulsory consultation among mem bers about any impending military clinn which might involve other NATO nations. He presented amendments urging that a new and superior NATO Council of men with the rank of assistant foreign ministers meet at least once every two months to discuss fiolilical prohlems facing the al lance. Von Brentano also proposed In creasing the powers of the NATO secretary general tr permit him to call small groups of memhers together to solve individual prob lems, such as the dispute over Cyprus involving Greece, Turkey and Britain. The idea was to push the mule back In front of the plow where mules belonged. Seventy-five camels were brought in from Asia Minor and Africa at about $50 a hump. They were stabled at Camp Verde, a spit and a holler from San An-tonio. Earned Their Keep To their credit, the walking water tanks did a fine job for a time. For one thing, the car avans helped open new wagon routes from the Gulf to the Pacific. i But after a while the Army men began to complain that their new pack animals smelled to high -heaven. Not only that, they said, ; the humpers scared the heck nut of small children and horses broke loose from their traces. And even worse, the camels turned stubborn and refused to move a foot from the center of a mountain trail even with a fire built under them. During the war between tha states things didn't get any better. ' Camels sloshed through the swamps from camp to camp. - Some of them perished while sloshing. In 1886, the Army auctioned oft one group 01 numpers at some- - thing like SJ1 a head to Bethel -Coopwood. This fellow peddled five of the animals to t circus, t Bad Investment Feeling like a man who had made a bad Investment, Coop wood swatted the rest ef the "herd" on the rump and sent it skidaddling. Later, he thought better ol it and rounded em up for a "Camel Caravan between Laredo, Tex., and Mexico City. ; Then came the robbers. They stole most of the rest. But some of the camels es caped. The deal involved 100 square feet of land and $29. Recently Marion county had oc- . casion to foreclose on a tract 10 by 10 feet on the outskirts of Scotts Mills. Originally the small plot constituted a spring. Later It was tapped higher up the hillside and in recent years the spring was lit tle more than a trickle. The land was located in the hold ings of Harold and Irene Woolsey whose properly completely sur rounded the plot. The Woolseys started negotiat- Hons with the county end offered $10 for the land. Cliff Lewis, as acting land agent for the coun ty, rejected the offer.
