Strauss f the Atomic Energy Commission (AEC) called ast merit lor a reflouniine 01 U.S. fzovernmcnt and private ef forts to develop cheaper peaceful alectric power from the atom, He said substantial progress has been made toward that goal. But the country cannot be damned, he said, because results so far "represent only a fraction of the bright prospects for nuclear power development in tne united .naies during the next five or six years." ' He announced a scries of steps designed to expand the present program. A number of Democrats in Con gress have been critical of Strauss on the ground that he has not pushed the peaceful power pro gram hard enough. , Strauss opposed as not needed Democratic-sponsored bill in the last Congress to undertake a 400-mllllon-dollar program to build demonstration plants. The bill passed the Senate but died in the House. In a pecch to the American fiudear Society Tuesday night, th AEC chairman said the gov rament's goal Is not one of build ing -a fixed number of plants or fixed (mount of generating ca-Hdty. "Our abjective, which seems to fca more prudent and more con- rnottve, he laid, "is to develop In technology of nuclear - power ittetori, furnaces of various fcrptl and (lies, to the point where they will be economic in competition with kilowatts pro duced from conventional fuels.", -He said plans are being nego tiated or discussed for at least 18 civilian atomic power plants to be In operation by 1962. . .. Strauss said the AEC will again ask private and publicly owned industry to propose construction of various types of plants to be completed no later than mid-12. He said no limits will he placed on the si7.e or type of -these pro posed plants, and he promised that each will be considered individually. The AKC, he said, would give .priority to any proposal for a large-scale reactor fueled with natural uranium and using heavy water as a moderator. Strauss said industry will he given first chance to build such plants, but if acceptable proposals arc not forthcoming, the AKC it self will "take prompt and post five steps to hufld these reactors On its own initiative."
