Announcement of Miss Phillips' new work was made Wednesday by Marian Lowryi Fischer, Capital Journal woman's page and society editor. Miss Phillips, a resident of Sa lem from 1929 until she went to Washington, D C. in early 1953, has a wide acquaintance in the capital and in the state as result of her many years at the State House She was in newspaper work for nine years, with the Oregon City Enterprise, before coming here and during that time also served as correspondent for the Oregon Journal from Oregon City. She came to Salem in 1929 to be sec retary to the late Hal E. Hoss, managing editor of the Oregon City Enterprise who became sec retary of state i n 1928. She served in Hoss' office as chief dep uty during his final illness, then continued as secretary for Secre tary o( Slate P. J. Stadelman and for Secretary of Stale Earl Snell during his two terms.
