Thursday the bank's offer to fi
nance thi Aswan Dam on the Nile
River still stands and has not been
changed since last February.
Black made the statement be
fore leaving for Washington. Dur
ing his two-day visit he talked with
Pvemier Gamal Abdel Nasser and
other Egyptian officials.
Sources cloee to Nasser said
Wednesday night Russia's prof
fered $1,120,000,000 loan to finance
almost entirely the Aswan project
would be interest free. The Soviet
loan would be repayable in 60
years.
The latest Russian offer, brought
by Soviet Foreign Minister Shep
ilov, ups an earlier Soviet tend
er of 400 million dollars at 3 per
cent interest over 30 years.
In Washington, U.S. officials said
their government is not going to
raise the stakes every time Rus
sia boosts its offer, The sources
made clear the last American of
fer still stands and the next move
is Nasser's.
The U.S. offer presented last
February involves a World Bank
loan of 200 to 250 million dollars
at 4 i per cent interest plus Bri
tish American government grants
expected to total 200 million dol
lars over a 10-ycar period. The
remaining 700 million dollars
would have to be paid by Egypt,
largely in local currency.

WASHINGTON (UP) Managers
for the three Democratic presi
dential contenders now cam
paigning against each other as
sembled today to talk about how
to campaign against the GOP
next fall.
The Democratic strategy confer
ence will be followed by a Repub
lican session Friday to complete
plans for the GOP national con
vention which opens at San Fran
cisco Aug. 20.
Leaders of both parties will lay
out plans on the assumption that
President Eisenhower will be the
Republican nominee in the Nov. 6
election,
Adlai Stevenson, Sen. Estcs
Kefauver and Gov. Averell Hnrri
man, the three active candidates
for the Democratic nomination, ell
sent ranking aides to the Demo
cratic meeting. It was called by
Paul M. Butler, chairman of the
party's National Committee.
A Varied Agenda
Stevenson's delegation was head
ed by his campaign manager,
James A. Finnegan, Kefauver's by
Campaign Manager F. Joseph
Donohue, and Harriman's by Car
mine De Sapio, Tammany chief
and New York national committeeman.
Television campaigning, travel
plans, fund raising, organization
and national convention plan
ning were on the agenda for dis
cussion. I)e Sapio made a gesture toward
Southern Democrats, who are def
initely cool toward Harriman,
when he attended a dinner given
by the New York Democratic
House delegation Wednesday night
in honor of Rep. James P. Rich
ards (DSC). Richards, chairman
of the House Foreign Relations
Committee, is retiring from Con
gress. Senators and congressmen who
attended from most Southern
states professed there was no po
litical significance in the presence
at the affair of De Sapio and
Brooklyn Democratic Leader Jo
seph 11. Sharkey.
The arrangements committee for
the GOP national convention
meets Friday to name convention
officials and make other prepara
tions. Although GOP leaders have been
confident that Mr. Kisenhower's
decision to seek reelection would
stand despite his recent operation,
they had hoped for a reassuring
message at Friday's session.
White House Press Secretary
James C. llagerty said Wednes
day, however, that the President
was not planning any such mes
sage. House Republican Leader Jo
seph W. Martin was understood to
be in line tor permanent chairman
of the convention. Rep. Charles A.
Halleck of Indiana was reported
under consideration for keynoter
or for the speech to put Mr. Eisen
hower s name in nomination.

gram July 1 without the rocking
