"Marion county is In excellent
financial condition and we ex
pect to keep it that way," com
mented County Judge Hex Hart
ley as be stated emphatically
that "we will balance the budget"
without much change in the mill
age rate in spile of the neces
sity of appropriating $100,000 as
the initial installment in a
county-wide re-appraisal program
that will begin early in July.
The budget as compiled from
requests of the various depart
ments of county government is
around $2,650,000 slightly more
than $32,000 in excess of a year
ago. ,
"Whether the budget com
mittee, which includes Judge
Hartley, Commissioner Roy Rice
and E. L. Rogers and citizens
Harley libby of Jefferson, Pat
McLaughlin of Woodburn and V.
T. Golden of Salem, will consider
a blanket salary increase was not
indicated by Judge Hartley. How
ever, several of the departments
are asking for higher pay for
their employes. Sheriff Denver
Young and District Attorney Ken
neth Brown are expected to
put up strong appeals for addi
tional pay for their deputies.
Both have said they have had
difficulty in keeping assistants be
cause of poor pay.
Judge Hartley is strongly in
favor of the reappraisal program
and has worked toward that end
virtually ever since he entered of
fice. In this connection he recent
ly pointed out instances where
the assesed valuation both city
and county property were con
siderably out of line.

Sabine, 38, resigned Friday as
dean of the University of Oregon
journalism school to become dean
of the school of communication
arts at Michigan State University.
Sabine, one of the nation's
youngest collegiate journalism
administrators, has been at the
university here since 1948 and
became dean in 1950.
President O. Meredith Wilson
announced the resignation, ef
fective July 1.
The school of communication
arts in a new academic develop
ment being launched by Michi
gan State. Besides journalism the
school will include speech and
other arts connected with com
munications.
Dr. Wilson said in a statement:
'We regret very much the loss of
Dean Sabine.: He has headed the
journalism school through one of
its greatest periods of develop
ment. Michigan State University
is gaining an outstanding admin
istrator."
Alaska Fish
Set-up Changed
WASHINGTON (UP) Secre
tary of Interior Douglas McKay to
day announced reorganization on
Alaskan Fish and Wildlife service
activities into two major fields
commercial fisheries, and sport
ttsnery and wildlife management.
McKay said the change reflects
the importance of the commercial
fishing industry to Alaska. He said
it does not represent a departure
from regional organization in the
continental United States under
which all functions are under a
single field director.
Salmon fishing, Alaska's most
most important industry, suffered
a sharp decline during the past 10
years in some parts of Alaska, Mc
Kay said. He said a program was
started last year to help restore the
industry with appointment of a
special commercial fisheries ad
ministrator. The new reorganization will am
plify the separate management
that existed in 1954 and provde
more direct authority in continu
ing the salmon program, he said.

plan for "Mr. Blue Lake" that
is considered to be a selling first
in commodity promciions.
Beginning with the lf!53 pro
motion program, when the sell
ing theme was "Meet Mr. Blue
Lake" a trade character was
drawn, showing a green bean in
format dress to support the sales
line " The Aristocrat of the
Green Bean Family." So popular
did Mr. Blue Lake become that
the Blue Lake canners engaged
tne Portland patent firm of Cook
and Schermerhor to file copy
rights of all printed matter and to
apply for trademark registera
tions in the government patent
office. These steps have been ac
complished.
Customers requested to use Mr.
Blue Lake on their own labels
from members rf the group of
Pacific Northwest canners who,
as an association, have spent hun
dreds of thousands of dollars to
promote Blue Lake variety can
ned green beans. After three
months of committee work and al
most weekly board meetings, and
with the help of the patent at
torneys, a plan was created to

For Emma Kramer
Graveside services will be held
at the City View cemetery Monday
morning at 11 o'clock for Miss
Emma Kramer, former Salem
teacher who died Thursday at Cor
vallis. Services will be under the direc
tion o( the Mcllenry Funeral home
at Corvallis.
Miss Kramer, who was in her
late 80s. taught school here for
many years and was formerly
principal at the Lincoln school and
at the Highland school. She retired
from teaching about 20 years ago.

George A. Sloan, industralist,
who died Friday after surgery.

Dies at Age 62

George A. Sloan, who resigned in
March as chairman of the board
of the Metropolitan Opera Assn.,
died yesterday following an opera
tion at Roosevelt Hospital. He
would have been 62 years old May
30.
At his death he was president
of the Nutrition Foundation, the
International Chamber of Com
merce and the Blue Ridge Mutual
Fund.
He was also a director and
member of the finance committee
of the U. S. Steel Corp. and a
director of the Goodyear Tire and
Rubber Co.
A native of Nashville, Tenn.,
Sloan was a spokesman for Ameri
can business in matters involving
international economics. He was
also an organizer of fund cam
paigns for cintinuance of the Me
tropolitan Opera House.
He received an LL.B. degree
from Vanderbilt University and
held an honorary LL.D from the
University of Chattanooga.
He was a member of President
Hoover's Committee on Unem
ployment Relief, chairman of the
Consumer Goods Industries Com
mittee from 1935 to 1942. and
served on the Business Advisory
Council for the Department of
Commerce
He also served on the boards of
many charitable and cultural or
ganizations.
Survivors include the widow, two
daughters, two stepsons and a
