the State Board of Control as a
solution.
Dr. Bates recommended a site
of 300-350 acres for the institution
even though it might be decided to
bypass a farm operation in con

three sites he has inspected in the
past two days in Marion County
would be satisfactory.

Hoover Task Force
Ends Power Hearing
PORTLAND I A Howver Com-'
mission task force completed a nation-wide
aurvey of water and pow
er resources with a two-day ses
sion which ended here Tuesday.
The 47 sneakers who appeared at
the Portland session offered varied
views on now the region's water
resources could best be developed.
Among proposals advanced Tues
day was a public corporation, fin
ancing its operations through Dona
issues, to replace the Bonneville
Power Administration. This was
the suggestion of Gus Norwood,
;ecucve secretary oi tae, worta-
west Public Power Assn., which
represents 100 publicly owned elec
tric systems.
He would have Congress author
ize specific projects recommended
the corporation, then the cor
poration would undertake construc
tion with financing bonds guaran
teed by the federal government.
Most of Tuesday's witnesses were
advocates of public power and
were closely cross-examined by the
18-member task force which is
headed by Ben Moreel, head of
the Jones and Laughlin Steel Corp,
Pittsburgh.
Thomas L. Scanlon, director of
research and education for the Ore
gon AFL State Federation of La
bor, said his union favored federal
development of the region's rivers
and opposed the partnership devel
opment program.-
Mortcl a:He Scanlon if he also
favored government operation of
such industries as building and of
lood production. When scanloa said
be did not, Moreel asked: "In oth
er words, you are interested only
in government intrusion in , the
power field?"
Gov. J. Bracken Lee of Utah, an
ardent supporter of private enter
prise, asked Scanlon if he favored
removal of taxes from private util
ities. Scanlon replied In the nega
tive and Lee then asked: In other
words, to get the low power cost
here, you n taking advantage of
the people of the rest of the coun
try'", "

WASHINGTON Senator Guy
Cordon was one of seven mem
bers of the United States Senate
who took the floor in an unusual
gesture to pay tribute to Senator
Margaret Chase Smith (K., me.)
following her renomination last
week.
Senator Cordon joined in the
tribute because he aw in Mrs.
Smith's victory "a triumph for
those office holders who try to
do things because they think
those things are right, rther than
because of political experience."
Senator Smith, only woman
serving in the Senate by election,
was the author of the famed
"Dec 1 a r a 1 1 o n of Conscience,"
which denounced the practice of
some senators in using the Sen
ate floor to make unsubstantiated
charges.
Senator Cordon, Joining his six
colleagues in publicly congratu
lating the Maine senator, told the
Senate that because of her vic
tory, "f feel that every public
servant in every legislative body
may feel added strength in going
forward to do the things that
should be done solely because
they should be done, and not be
cause they are politically expedient."
