Cooing Baby Unaware
Of Kidnapping Drama
NASHVILLE, Tom. W - A
baby girl cooed contentedly In her
crib Wednesday unaware of the
role she played In a tragic drama
that saw her kidnaped by a baby
sitter April IS, given away here
and Ob ally reunited with her tear
ful mother.
"She if mine. I'd kuuw my own
daughter anywhere," cried Mrs.
Billie Marie Kemplan of Newport,
Xy ber voice choking, as she
reached for the child at the home
of Mr. and Mrs. Lloyd Duff of
Hohenwald, Tenn.
Across the room, the Duffs, a
childless couple, watched silently
as Mrs. Kemplan cuddled the J-month-.old
girl they had arranged
only last Friday to adopt.
They had been given the child
at a Nashville hotel restaurant
last Wednesday, just a day after
Jane Marie Kemplan was taken
from ber home, by a woman
claiming to be the baby's mother.
She identified herself to the Duffs
as Betty Dorrls Miller, 30, of Enid,
oua.
Mrs. Kemplan identified the
baby litter who took her baby as
Betty Dorrls Eglee in warrant
charging ber with "detaining" the
child.
At Memphis, FBI agent Charles
E. Weeks said a federal complaint
probably would be filed at Louis
ville, Ky., charging Bertha Carter
alias Betty Doris Eglee, with vio
lation of the federal kidnaping
statute. It was thought, agents
said, that she was the same wom
an who gave the baby to the Duffs.
Liquor Licensees Can't Give
To Political Campaigns
Licensees of the Oregon liquor
commission were reminded this
week that they are prohibited by
law from making any contribu
tion to any candidate for politi
cal office or. to any political
party.
Administrator W. H. Baillie
also cited an opinion from the
attorney general dated October
11, 1831, which interprets the
law as prohibiting any licensee
to allow a candidate to post pla
cards in any part of the licensed
premises. Licensees alio are pro
hibited from allowing distribu
tion or circulation on licensed
premises of campaign material,
circulars, pamphlets, buttons,
match folders or the like advo
cating a candidate's election to
public office, and campaign lit
erature may not be placed on the
premises for the availability of
the patrons.
Nor does the law allow li
censees to circulate political peti
tions on the premises to obtain
signatures to place the name of
a candidate for office or a con
troversial measure on the elec
tion ballot According to the
opinion, licensees are prohibited
from performing on the premises
any such service on behalf of any
candidate or political party.
The attorney general's opinion
holds thst it wss the intent of
the legislature to restrain and
avoid any activity on licensed
premises which would aid or
assist one candidate against an
other," Baillie said, "and the com
mission must enforce the law ac
cordingly.''

The Socialists delayed presenting
their no-confidence motion
they will decide Thursday whether
to join in" the motion.
Earlier, Justice Minister Takeru
Inukai offered to resign from the
cabinet, but Yoshida asked him to
stay on th job.
General Electric
Stock Split Approved

management proposal to split
General Electric Co. common
stock three shares for one has
gained overwhelming approval of
the firm's stockholders.
Owners of 22,371,153 snares
voted in favor of the conversion
at GE's annual meeting here Tues
day. Owners of 56.005 shares
voted against the split, which will
lower the stock's cost per share.
GE has about 250.000 stockhold
ers.
Madaren Boys Flee;

Four boys escaped from Mac
Larcn school for bovs at Wood-
burn early today but their free
dom was short-lived due to their
unskillful driving of a stolen ear.
The four stole a 1947 sedan at
Woodburn and drove to Salem.

$245,000 Highway
Control Awarded
The Oregon Highway Commis
sion awarded a 245,9uO contract
Tuesday for constructing three
concreate bridges on the Colum
bia River Highway 14 and 16 miles
cast of The Dalles.
The contract went to Young &
Smith Construction Co., Portland.
