WASHINGTON GB-A bill to in
crease pension payments to Con
gress members was passed by the
House without opposition or dis
cussion yesterday and sent to the
Senate.
One new provision would lower
the retirement age for House
members and senators. Present
law permits pension payments
only alter a member has
reached the age of 62 (unless
he's disabled), and then only if
he has paid into the pension fund
for at least six years. The pro
posed new law would permit re
tirement at full benefits at age 60
after 10 years of service, or at
age 55 after 10 years of service
but at a slightly reduced rate.
Another change would , allow
members to have their pension pay
computed on any five consecutive
years of service. Present law bases
the computation on the average
salary over the member's entire
service.
Members would pay into the re
tirement fund on the basis of
$15,000 annual salary instead of
$12,500. The $2,500 expense allow
ance paid to all members would
be classed as salary. No change
is made in the contribution rate,
6 per cent annually.
F. ARBOGAST
The bill also provides for pay
ment of annuities to widows and
children of congressmen -who die
while in office. These survivor
get no benefits now.
Here's how the new plan would
work in the case of a congressman
with the minimum six years of
congressional service:
He would pay into the fund $900
annually on the basis of $15,000
income, or a total of $5,400 in pay
ments. On retirement, he would
receive $2,250 annually, his pen
sion being computed at the rate
of 1V per cent of his average pay
multiplied by the number of years
of service. Under existing law, the
same member would have paid
$4,500 into the fund (6 per cent
on $12,500 annually for six years),
and would receive from it $1,875
annually.
Rod and Gun club and the Idan
ha firemen brought In $200. The
remainder was brought in by
service clubs and individuals.

Tonight, 5:30 P. M.
K0IN-TV Channel 6
Darling, 31, a handsome and well
dressed ex-convict, was arrested
yesterday and booked on suspicion
oi burglary when he was found
snooping in a dressing room at
the General Service Studios.
The police said Darling freely
admitted that he had been opcrat-
ing in film and TV studios for
the last four years, roaming
around the lots by posing as a
writer and always carrying a
script under his arm.
The detectives said that only re
cently the first lead in the case

said she encountered a stranger
emerging from the dressing room
of her husband, Dcsi Arnaz. She
gave police such a good descrip
tion of the man that they located
Darling's record in police files
and circulated his photograph at
all studios.
Yesterday a studio electrician,
Bill King, recognized Darling
from one of the photographs and
called the Hollywood police sta
tion. Hollywood detectives said Darl
ing, who served a term in San
Quentin Prison in the 1940s for a
$12 burglary, admitted nearly ,VKi
studio thefts during the four-year
period and that he sometimes net
ten as high as $."iO0 a day.
He told officers: "I don't mind
going up the river again. I've
really been living for the last four
years."
Police said his recent victims in-
I eluded Harriet Nelson, wife of Oz-
