A balance of more than $500,
000 of the bond issue authorized
by the voters of the Salem school
district for the new high school
will exist when the building is
completed next fall, according to
estimates presented to the board
by C. C. Ward, clerk-manager.
Preliminary estimates indi
cated that the entire bond Issue
of $4,280,000 would be necessary
to construct the building, pro
vide equipment and take rare of
other expenses. Since then the
original figures have been scaled
down to $3,739,142, leaving an
Unexpended balance of about
$540,000.
The lower construction figure
means a reduction in architects
fees from $170,736 to $147,612.
Additional expenses Involved
in the project consist of gym
nasium bleachers, $46,375; cor
ridor lockers, $15,894; gym lock
ers. $8,083: (field bleachers,
$35,000 and transformers, $1,171.
These items were not included
in the preliminary estimates. .
Paving, originally estimated to
cost $33,000, will amount to
$47,015, according to revised
figures. Sidewalks, retaining
walls, etc. have been reduced
from $27,585 to $25,000; equip
ment from $320,600 to $250,000;
purchase of site up to $135,867
from $125,000, and miscellaneous
up to $135,867 from $249. Land
scaping will cost an estimated
$8,000 and the salary of the clerk
of the works $12,000.
It all totals up to $540,857 un
der the original estimates, a sum
tnat will be used in the con
struction of additional grade
school and junior high buildings.
Of the original bond issue.
$3,500,000 has been sold and
$240,000 will be placed on the
market in July of this year.
Projects contemplated for the
fiscal year include a building to
replace Grant elementary school
at an estimated cost of $260,000
and an addition at Auburn,
$100,000. . Office equipment for
the new administration building
will involve expenditure of
$6000.
The amount of money avail
able through operation ot the
serial levy, $275,000, plus $62,
299.11 surplus, or a total of
$337,299.11 will not be sufficient
to cover contemplated expendi
tures, i
The board has allocated $2,000
toward the leveling and land
scaping of the Morningside
grounds and $241,000 for the
administration building at Ferry
and South 13th.
Meier and Frank, purchasers
of the old high school property
will make a final payment of
$298,500 June 1. .

Un-American Activities Committee
proposes that any proven Com
munist be made legally subject to
prosecution as a conspirator.
The committee, in a report
made public during the weekend,
said this should , be accomplished
by amending the Smith act. This
act, under which a number ot Com
munist leaders have been convicted
and sentenced, . provides prison
terms for conspiracy to teach or
advocate overthrow ot the govern
ment by force or violence.
But it does not penalize Com
munist Party membership as such.
When the government . prosecuted
the party leaders it had to present
proof that they had conspired
against the government.
Tlie committee proposed . the
iSmitti act be amended to "provide
that proof of membership in this
Communist Party shall constitute
that proof of membership in the
prime facie (on the face of it) evi
dence of violation of the act."

For Spies, Dies
NEW YORK (fl - Emanuel H.
Bloch, attorney for executed atom
spies Julius and Ethel Rosenberg,
is dead.
The body of tre 52-year-old
Bloch was found Saturday partly
slumped into a filled bathtub at
his home. An autopsy Sunday
fixed a heart attack as the cause
of death. ' ,
Bloch represented the Rosen
bergs through more than two
years of bitter and complex legal
efforts to save them. They were
convicted of conspiring to give
atomic secrets to Russia.
Admiral to Be
Witness on Files
WASHINGTON HI - The Senate
Internal security subcommittee re
portedly plans to question an ad
miral behind closed doors within
the next few days, possibly Tues
day, about any wartime destruc
tion of Navy files on Communists.
This was learned Monday from
subcommittee sources who de
clined to identify the officer, ex
pected to be the first of a number
of admirals called in an investiga
tion announced by Chairman Jen-
ner ut.-lnd) last week.
Jenner has quoted Adm. Ernest
J. King, wartime chief of naval
operations, as saying the White
House issued an order in 1944 for
the destruction of files on Com
munist activities compiled by a
Naval intelligence unit in New
York.
The senator said he recently
learned of this from a high-ranking
officer on the wartime staff
oi Adm. Chester Mmitz, then
commander of the Pacific fleet.
Florence Bates,
Actress, Dies

Bates, a lawyer and a baker be
fore she became an actress at 50,
is dead.
The noted portrayer of charac
ter roles succumbed yesterday to
a heart ailment in a Burbank
hospital. She would have been 66
Feb. 20.
Miss Bates, from Snn Anlnnin
Tex., was said to be the first wom
an aamiued to the bar in that
state, in 1909. During the depres
sion her husband. Will .Wnhv (net
his oil holdings. They came to Cali-
lornia ano opened a bakery.
In 1940 Miss Bates

scout saw her, signed her for a

Her husband died three years

Yugoslavs Turn
Down Red Bid
BELGRADE, Yugoslavia, (VP)
A "semi-official" invitation to slip
back under the wing of the Soviets
received little sympathy Monday
from officials of Communist Yu
goslavia. The current issue of the Comin
form weekly journal, published in
Bucharest, Romania, called on the
Yugoslav people to restore their
"ancient bonds" with their Iron
Curtain neighbors by rejoining the
Cominform Moscow's internation
al organization of Red parties.
The journal continued, however,
to denounce the regime of Pres
ident Tito. He has been on bad
terms with the Cominform ever
since 1948, when he split with
Moscow and his party was ousted
from the association of the faithful.
