Federal Aid for
Schools Sought
WASHINGTON OR - Sen. Mc
Clellan (D-Ark) and 19 other Dem
opratic senators Wednesday pro
posed a program of federal aid to
the states for public school con
struction. In a Senate speech, McCIellan
said it was a no-strings-attached
( measure which would place special
emphasis on helping states least
able to help themselves. '
The bill proposes no spe Jic ap
propriation, leaving it to Congress
to decide later on the amounts.
McCIellan said the bill contains
language declaring that no federal
department or employe "shall ex
ercise any direction, supervision
or control" over schools by reason
of the program. McCIellan said he
thought this would remove much
of the ground for oppositin which
schol aid bills. -
McClllan said he was introduc
ing the bill with sponsorship aiso
of other Democratic senators in
cluding Magnuson and Jackson
(Wash).
