ried on, Eugene Marsh, presi
dent of the state senate re
ported. Sen. Marsh said he found that
most western states have created
a legislative council, a move
suggested last year by Governor
Paul L. Patterson. Both Marsh
and Speaker of the House Rudie
Wilhelm, Jr., have been invited
to attend a meeting of the Wash
ington legislative council to be
held later this month in Van
couver, Wash., giving these two
legislators an opportunity to ob
serve the workings of such a
body.
Costs Studied
A study is being conducted
by the Council of State govern
ments on the costs of legislative
journals and calendars issued
by the legislatures in the 11
western states. Marsh said.
Cloud seeding is still in an ex
ploratory stage, according to a
report made by Rep. Earl Hill,
who said that In southern Cal
ifornia, clouds hsve been "seed
ed" by airplanes for the last five
years with no definite answer
yet as to the efficiency of such
a method of rain making.
