The City Council last night discussed an offer by Bernard Mainwaring. publisher of the Capital Journal prior to the newspaper merger oi Jan. i, making the Capital Journal building available to the city for 75,000 if the city needt it. Councllmen were told that Mainwaring had stated that he was making the city a special offer substantially below what he would ask of a private pur chaser so the city could fill fu ture requirements for addition al space now.
