J. Mark Trice, Senate secre
Ury, and several senators who
asked that their names not be
used cited three reasons for
me plan s failure:
1. A legal prohibition
against disclosure of FBI data
iu persons not authorized to
receive it; 2. failure of the
Senate to vote the FBI special
funds to help with the check
up, and 3 disinterest on the
part of some senators.
Trice said in an interview
he has sent to the FBI the
names of all 180 persons on
the payroll of his office, but
that he docs not know what
the FBI found.
Last March 6 the Senate
unanimously passed a resolu
tion, which does not have the
force of law, directing that
each of the 98 senators, all
Senate committees and all
Senate officials having au
thority to hire lr n VRI
check of their employes.

mittee several weeks ago.
Rural electric cooperatives
from several basin states told
the Senate group their stand
ing as preference customers
appeared to be jeojardized by
the new criteria.

Tualatin Buses
To Discontinue
Portland W Tualatin Val
ley Busses, Inc., which serves
a large area southwest of here,
will discontinue operations at
midnight Thursday.
George G. Fourier, one of
the firm s owners, said finan
clal difficulties" forced the
move by him and his partner,
E. G. Larson.
The company operates 20
busses between Portland and
Garden Home, Multnomah, Ce
dar Mill, Maplewood, Tualatin
and the Vermont Hills area.
Fourier and Larson have
owned the firm since 1944.
About 25 employes will be
i thrown out of work.

Russia to Free
Two Americans
Washington U.R) Russia
has agreed to free two Ameri
cans who have been held in a
Soviet prison camp, the state
department said today.
They are Pvt. Homer H.
Cox, 33, Oklahoma City, and
Leland Towers, 29, San Fran
cisco. A state department spokes
man said the U. S. embassy in
Moscow was informed last
week of Russian intentions to
free the two American citizens.
Exact details of when and
where they will be released
have not arrived here.
U. S. Ambassador Charles E.
Bohlen damanded Nov. 2 that
the Soviet government free
Cox, Towers, and all other
Americans held in Russia.
When no answer was immedi
ately forthcoming the United
States again prodded Russia
toward the end of the month.
The state department has
never said how many other
Americans are believed in
Soviet hands but officials said
that from time to time they
have received various vague
reports that other U. S. citizens
are in Russian hands.
Packages Sell
More Apples I
Washington ! The Agri
culture Department said today
housewives will buy more ap
ples if grocery stores pre-package
them in neat, five nound
bags instead of piling them up
helter skelter in bins.
It said this information was
gained by a survey conducted
in 12 Pittsburgh supermarkets
from Oct.' 12 through Dec. 12.
Apple growers had asked the
department for advice on mar
keting methods.
The department said sales
were increased by two-thirds
when apples were pre-packaged
in five pound bags.
About 40 per cent more ap
ples were sold when three
pound bags were offered along
with bulk displays.
Russians Free
2 Americans

The army announced the re
turn of Pvt. Homer H. Cox,
33, of Tulsa, Okla., and Leland
H. Towers, 23, a merchant tea
man, of San Francisco.
Cox has been missing from
his military police unit in Ber
lin since September 22, 1949.
He apparently was arrested by
the Russians in the Soviet sec
tor of the city but they never
had acknowledged holding
him.
Towers disappeared in Fin
land in 1952 while on shore
leave from his ship.
The two men apparently
have been In Russian prison
camps all this time. Germans
repatriated in the Soviet am
nesty of minor war criminals
reported they saw Cox and
Towers in such camps and that
both men had urged their help
