years, the need for expanded
public facilities to care for
this increase, and sound devel
opment and expanvm of the
city and regional economic
position, to aid in Its accom
plishment, the Salem Indus
trial Development Council was
founded in March, 1952. Since
that time the council has delib
erated the possibilities of In
dustrial expansion, encourage
ment of existing industries,
greater productive use of the
regions natural resources, ex
panded distribution of locally
produced goods and, to do
extensive research work to
show the opportunities for new
enterprises. The work is being
conducted under a six-point
program including the above
mentioned activities. There are
92 aggressive Salem business
firms who have invested liber
ally to aid In bringing these
aims into fruition.
The council membership for
1953 consists of 25 leading in
dustrialists. These include L.

J. R. Dudley, with an excellent
background of experience with
numerous contacts with key
people across the nation, has
been selected as executive
manager of the Council. His
past record of accomplishments
in new industry promotion ac
tivities, qualify him for this
managerial position.

is a tortuous one and. the going

patience, inis program, in time,
can bring benefits to all."
Need for Pre-Vlslon
It must be remembered, how
ever, that no steps in human,
material or economic advance
ment, however taken, can be
accomplished without first vis.
ualizing the consequences of
the achievement and, having in
mind the objectives and pur
pose oi eacn step being made by
this Salem Industrial Develop
ment Council. For example, an
architect first builds his struc
ture in his mind, seeing as It
in a vision, the beauty of Its
adornment, the durability and
strength of its construction, the
utility and purpose of its vari
ous features. The more distinct
the mental vision of this ar
chitectural design the greater
the possibilities o; the achieve
ment.
A city like Salem is. in this
respect, like a piece of archi
tecture. It must first have In
the minds of the population, a
complete whole. In other
words, before a city can be
built to meet the highest ideals
as visioned by the city build
ers, and the Industrial Council,
it must have a place in the
minds of the population, and
all of its various elements of
utility and ethical values must
be conceived as mental pic
tures.
No town grows except by
what it feeds upon. If it lacks
ideals, ambitious, hopes and as
pirations among its people. Just
to that degree does it become a
deserted village, an abandoned
camp or a sleepy hollow. Like
wise, the ambitions, hopes, as
pirations and ideals rising high,
the progress of the community
will rise to the same level.
Concentrated Effort an
Essential
But, it should be realized
further that by greater efforts,
greater ambitions and more op
timistic hopes, Salem may be
made to draw to itself a greater
oroDortion of the steady in
crease in population to the Pa
cific Northwest, than the nat
ural factors would bring. This
also would include new indus
tries, new commercial firms
and the expansion of those in
dustrial and commercial firms
already located here.
Community growth spells
prosperity for it means more
building, more capital invested
in the community, s stronger
economy, better homes tend a
broader view of life. Emer
son said in effect: "If a man
makes a better mouse-trap
than anyone else can make,
though he live in a wilderness,
the world will make path to
his door." If Salem's united ef
forts, moving spirits and, the
Salem Industrial Development
Council are given support and
cooperation in heralding to
the world that this city and re
gion offers better opportunities
than are offered by other re
gions and commercial centers,
