The board adopted a act of
standards, very similar to those
tat to rue in school districts for
special education programs are
now being carried on. The Sa
lem and Foruana scfiooi dis
tricts have a special education
program.
Under the standards all pro
grams must be approved by the
superintendent of public In
struction before the systems
are placed in operation.
The program will require
properly certified teachers in
order that atudenta in the
smaller areas will be able to
obtain the same service now
accorded the students of the

Albany A motorcyclist waa
critically Injured late Mon
day when his vehicle struck
some concrete steps leading to
the home of Mr, and Mrs. Ern
est C. Haley, RTD 4, as the
cyclist was traveling toward
Corvallls about two miles
southwest of Albany, on high
way No. 20.
Injured Is Alvin Chaput, son
of Mr. and Mrs. Albert Chaput,
634 Waverly Drive, Albany.
Chaput was taken to the Al
bany General hospital and later
was transferred to a hospital
In Eugene.
He suffered a shattered left
leg and left shoulder and In
ternal Injuries. His doctor here
said he waa in "critical" condi
tion.
Bystanders said Chaput's mo
torcycle left the highway, hit
the steps and plunged into the
Bitch.
Albany Youth
Admits Thefts
, Albany A 14-year-old boy
who attempted to take $127
from the safe at Lammers
Pharmacy has admitted a num
ber of petty crimes, city po
lice said Tuesday.
The youth reportedly con
fessed to at least 10 other
theft charges after he was sen
tenced In Linn county Juvenile
court proceedings to MacLaren
Boys' school at Wooduurn.
Major thefts admitted by the
boy Included taking money
from Rawllngs' Stationery
store safe, stealing about $50
from the China cafe after the
Morris hotel fire; taking $39
atom the Morris hotel follow
ing the fire; and making off
with $35 worth of bottles from
Dlcksonss Corral and Pop's
cafe, the report showed.

unanimous vote of the board, it
was decided "that on the basis
of evidence on hand, the board
expresses confidence in the
loyalty of members of the com
mittee. A sub-committee is now
reviewing the guide and mak
ing amendments to meet "all
legitimate objections."
The board declared an emer
gency on elementary certifies
tion for the school year of
1SS3-S4. an action necessary
each year that a shortage of
teachers exists in order to give
the department authority to is
sue temporary certifications. A
number of minor changes in
the regulations for Issuance of
emergency certificates were
approved by the board.
Emergency permits were
granted to IS teachers who
have not yet been certified in
order that they might finish
the present school year. In each
case the services of the temno
rary teachers are required be
cause ox inability of school dis
trict to obtain the services of
certified teachers.
