Carkin, superintend ent of rail transportation for the Oregon Public Utilities Commissioner, will end his long public service when he re tires on December 31. Carkin announced his retire ment in a letter to Charles H. Heltzel, commissioner, who said that be had not determined who would succeed Carkin. It is possible thst Clifford W.
