Oregon Has 466 New Laws
Passed by 1953 Legislature

' Oregon will have 486 new
lwi Tuesday, including im
portant civil righti, education,
highway, labor and forestry
legislation.
These laws, the bulk of the
work of the 1953 Legislature,
go into effect 90 days after the
end of the session. There are
25S others that already are
law because they contained
emergency clauses.

that Christie's cat was too mean
to live with anyone.
After the arrest of Christie,
Who said he killed seven
women and was convicted for
the murder of his wife, the cat
roamed near Christie's dingy
fiat. The society finally caught
it, but concluded that the cat
had turned savage and was be
yond rehabilitation.
"We waited until after Chris
tie's execution, and decided re
luctantly that his cat would
have to meet the same fate," a
society official said. "Many of
fered a home, but it was past
being happy In human society."

Tour Planned

lamette Valley 4-H tour will
be held in Polk county, August
3, 4 and S, reports John
Grimes, assistant county exten
sion agent. Polk county 4-H
members will play host to club
members from Linn, Benton
and Lincoln counties. Judging,
showmanship, and fitting stock
for show, will be done at farm
stops. Fun is also planned.

ers and liberal arts courses at
the colleges of education, and
provide four-year liberal arts
courses and teacher training
at Portland State college.
2. Simplify the state tax sys
tem by putting income tax re
ceipts into the state general
fund.
3. Make it illegal for public
eating, lodging and amusement
places to discriminate against
minority groups.
4. Permit sale of 32 million
dollars worth of highway
bonds to finish the highway
commission's five-year emerg
ency1 road building program.
5. Ban organizational picket
ing by labor unions.
6. Tighten the forestry laws,
requiring logging operators to :
take stronger precautions
against fire. '

Require that ice cream sub

Increase farm and home
loans for veterans from $6,000
to $9,000 for home, and to
$15,000 for farms.
Give the state Its first oil
and gas drilling code.
Tighten the laws against
abortion and sex offenses.
Provide out-patient service
at the state hospitals and at
Fairview Home.
Let the department of agri
culture license rainmakers.
Allow the department of ag
riculture to order landowners
to get rid of their ragweed,
a prime cause of hay fever.
Relieve radio stations of lia
bility for statements made by
political candidates.
Resume Hearings on
Surcharge Aug. 24
Hearing on the complaint at
tacking, the surcharge of three
Oregon electric power compan
ies will be resumed Aug. 24,
Public Utilities Commissioner
Charles Heltzel said today.
First part of the hearing was
completed several weeks ago.
A complaint, filed by State Rep.
Monroe S wee Hand and officials
of the Linn county Farmers
union, charged the surcharge
returned to the power compan
ies revenues in excess of the
normal return permitted by
law.
Named defendants are Port
land General Electric company,
Mountain States Power com
pany and Pacific Power and
Light.
