The agreement was complet ed in April and all the world's leading wheat exporting and importing nations have signed except Great Britain. Britain would not go along because of the maximum price of $2.09 a bushel provided in the pact She would not agree to more than $2.00. The min imum Is $1.99. The agreement can still be put in force by the other na tions, though the British hold out means that lew of the world's total supply will be traded under the rule. The pact represents an effort to stabilize the world wheat market by a system of export end import quotas, and a range of specified prices.
