REPUDIATING YALTA PACT

In accompanying letters to Vice President Nixon, pre
siding officer of the Senate, and to House Speaker Joseph
Martin, Eisenhower recalled that in his State of the XJnoin
message on February 2 he annouced he would ask congress
later to make such a pronouncement
In his State of the Union address the president said the
resolution should make "it clear that we would never acqui
esce in the enslavement of any people in order to purchase
fancied gain for ouraelves."
The draft resolution was sent to the Senate Foreign Re
lations committee, and will be referred to a special sub
committee for general study by Chairman Wiley next week.
The proposal was favorably received in congress, the
principal criticism is that it did not go far enough, in re
. nouncing Russian violations of the pacts, against which
former President Truman and ex-Secretary of State Ache
eon had frequently denounced.
.
Some republicans expressed disappointment that the
proffered resolution did not repudiate outright such agree
ments as those of Yalta and Potsdam, which the GOP high
command had demanded in the election campaign. Pos
sibly the resolution may be so amended by congress before
passage.
The Yalta pact in particular, has been harshly criticized
for those provisions restoring to Russia southern Sakhalin
and dominant interests in the northern China ports of
Dairen, Port Arthur, the Manchurian railroads and the
Kurile islands. This was the price paid for the Soviets
entering the war against Japan at the last moment after
the Americans had practically won it three months after
Hitler had been defeated. .
The Yalta pact, it has been claimed, really opened the
door to communist conquest of China and the Korean war,
As far a Soviet Russia is concerned, the Kremlin never
lived up to any of its agreements, including those of the
United Nations, which the communists have done their best
to sabotage. There has never been any question of Russia's
"interpretation" to foster aggression. .
PASSING OF BLAINE McCORD
In the unexpected passing of Blaine McCord of Wood
burn, the state has lost a valuable member of the bar,
Woodburn has sustained a loss of a valuable citizen, and
Oregon's legislature is without one of its most valuable
members of its organization.
For more thas 20 years McCord, as chief clerk of the
.; rules committee, has drafted bills, scanned proposed laws
offered for introduction, discovered many errors or omis
sions, and in addition served as a valuable adviser to legis
lators. -
Although his long service, which dates back to the early
208 was in the house, members of the state senate found
his advice extremely valuable and as Senator Howard
Belton of Clackamas county said Saturday on learing of
the sudden death of McCord, "His passing is a loss to the
legislature that will be extremely difficult to overcome."
In his many years of practice of the law, McCord took
an active part in the Oregon State Bar and at the time of
his death was a member of the board of governors of the
bar. He drew up the bill that made the Oregon State Bar
an official state organization, to which all who are admitted
to practice in this state must belong.
"- His familiar face, his readiness to aid any legislature
faced with a problem, will be sorely missed. There was
probably no single person in the legislative organization
whose work was more important and who despite his heavy
duties never lost the charm which won him friends through
out the state of Oregon.

That puts me well into my
second childhood on my 42nd
birthday.
What nonsense! Life doesn't
begin at 40. And most people
never go through a second chll
hood because they never really
outgrow the first one.
Reaching 42 is certainly no
special occasion. It's been done
before. Usually on birthdays I
just lie in bed aU day with the
covers pulled over my head, en
joying a mild fever of regret at
having become a year older.
Not this year. I don't mind it
at all. Let the barnacles gather.
Who cares?
The best thing in the world
is to be 21, happy with a new
love and a new job, and able
to vote. You are about as wise
and free and rebellious and hon
est as you will ever be. You will
never be as certain about so
many things again. It is as close
as you will probably ever come
to being a true adult.

on the proper way to bring up
children, because I am not a
bachelor child psychologist. But
In view of the fact that so much
is written which would lead us
to believe that children are more
or less ot a nuisance, usually
getting into trouble, and often
ending up in what we love to
refer to as juvenile delinquency
I was relieved to read a different
viewpoint, on the subject by an
author named Peter Day.
Peter Day says, "Children
have a great many contributions
to make to the health and wel
fare of the adult world. With
proper management, they can be
trained to do the dishes, shovel
snow, get fire wood, hold a
pinochle hand, and even kiss
you when you come in the door.
Theirs toys offer many hours of
amusement to an unspoiled par
ent, especially if the parent is
careful to buy noive toy too
complicated for the child to play
with alone "

Entering Second

is to be 39. That's downright
pitiful. You see before you the
inescapable corral of middle
age, and behind you the lost
pastures of youth. What a fear
ful lever of time, what a hate
ful teeter-totter, is a man's 39th
birthday! Every fellow who
survives that one ought to get
a gold watch and a letter of
congratulations from the mayor.
But 42 is Just another niche
in your personal history.
rather pleasant ledge on which
to rest and count your scars as
you survey the lengthening past
and the shortening future.
At 21 nothing you do is really
a mistake it is only an adven
ture of one kind or another. At
42 you figure that anything you
do will be more of a compromise
than a discovery. Instead of
finding a new color in the rain
bow you marvel how the world
can contain so many shades of
gray.
After 40 you don t attack a
problem by trying for a knock
out blow. ..You concentrate on
infighting. And in almost any
argument at home or abroad
you are satisfied with a draw.
In the field of religion, child
ren are a great help too. In many
cafes they make the parents get
up Sunday mornings, so that the
whole family gets to church or
Sunday school. In some instances
the children get Dad to say grace
before meals, They become
mama's and papa's little help
ers" in matters religious as well
as in the daily chores.
Probably, as Peter Day sua
gests, we have been running
around getting experts to tell us
how to do this and how to do
that for the children, and how to
"build the home around their
dear little unfolding personali
ties." As a matter or fact, even
the experts themselves seem to
be getting around to telling us
now what our grandparents
knew and practised all the time,
that the child does not belong
in a hot house atmosphere, un
real unnatural, but rather should
be treated as one of the family,
whose rights, interests, duties,
frustrations and aspirations have
to fit in with everbody elses.

At 42 you don't mind so much
that teen-agers regard you as a
dinosaur. You feel they may be
right. You can hear your bones
creak now and then, and wonder
if they can, too.
You begin to think that even
the flaws in your wife are vir
tues, because you have known
them so long. You also give up
trying to correct the imperfec
tions of your boss. If an old en
emy dies, it leaves a hole in your
life. It is sad to lose an enemy
after 40 you have so few left.
At 42 there is only one thing
you really hate being taken for
granted. The doss knows you
probably will now stick with the
firm until they hand you the
final bag of oats at 85, and he
knows that you know that he
knows.
It's kind of galling, too, to tell
your wife, "There's a pretty new
blonde at the office," and have
her reply, "So who cares?" She
used to care in the years before
she was sure that she would be
your widow.
Your sins don't eatch up with
you at 42. They have already
paed you by, chasing a younger
fellow.
At 42, as your forehead rises
and frost thickens at the tern
plaes, you have a quiet passion
for this disturbing old world as
it is, and want to keep it un
changed like a mother who
cherishes every freckle on a
wayward son. For when any part
oi your world goes at 42, part of
you goes, too.

MacArthur should never have

"I think you will agree that

president, "but I am particular
ly pleased that the big job of
rebuilding was done without any
material changes in outline or
architecture."

Pleased as punch, the presi
dent ordered the still unframed
painting brought down from up
stairs and set tip in the east
room. The congressmen agreed
it was a good likeness. Ike him
self agreed Jones protrait was
"probably the best" of about
30 paintings he has done, but
added that it was't quite finished

tions as the alleged defender of
