Fees Waived by Council
For Hospital Construction
Building permit fees for con
struction of the Salem General
hospital amounting to about
$3500, will be waived by the
city of Salem at the request of
the hospital board.
The aproval was given by the
council Monday night after a
protest by Alderman Chester
Chase, who said it amounted
to donating that amount of city
funds to the hospital building
fund. He said it was not a par
allel case, for example, with the
courthouse construction. i
The waiver does not include
the fee for the main contract,
but covers plumbing, electrical
installations, etc.
After an appearance by Lu
ther Cook, who supported the
petition, the council tabled for
further investigation the matterj
of a sanitary sewer on Conrad;
road in West Salem.
The city engineer reeom
mended that the request be
denied since only one house is
under construction and several
hundred feet of sewer line
would be required. Further, he
said that, the plat for a nearby
area, known as Hillside addition,
has not yet been approved by
the planning and zoning com
mission, and the area where the

A hearing was set for Novem
ber 24 on a petition by General
Electric company to vacate part
of an alley running north and
south off the north side of Di
vision street between Liberty
and High. General Electric owns
all of the property abutting on
the part of the alley to be va
cated, and signatures on the
petition represent 82 per cent of
the area affected.
Referred to the planning and
zoning commission was a letter
from Elmer M. Amundson, rep
resenting Joseph and Viola Wat-
kins and James and Clara Row
land, asking consideration of a
petition to annex Watkins addi
tion. The owners, said the letter,
will not request the city for
water, sewer, street, fire or do
lice protection until the facili
ties become available for serv
ice to the area.
A memorial resolution was
adopted in recognition of the
late Batty Cooper, for many
years city sanitary Inspector. He
was described In the resolution
as "ever diligent, efficient and
courteous." After adoption of
the resolution the council mem
bers stood silently for a brief
time.
Public hearings were set for
November 24 on two resolutions
for vacations necessary for con
struction of the south Salem
high school. The resolutions,
declaring the intention of the
council to make the vacations,
were adopted..
One calls for the vacation of
a part of Oxford street at Rural.
The other calls for the vacation
of part of Oxford between
Church and Cottage.
A resolution was adopted
limiting to one hour the park
ing of vehicles on the west side
of Winter street between Trade
and a point 60 feet south.

vious meeting, and approved
Monday night was a resolution
authorizing the city manager to
grant or reject, without refer
ence to the council, requests for
crosswalks, loading zones, bus
stops, etc.

Better Claxter Road
Improvement of Claxtar road,
extending from the Southern Pa
cific main line on the west to
Pacific highway on the east was
authorized by the county court
Tuesday.
The improvement for the pres.
ent at least, will include scar
ifying and grading the surface.
Later it will probably be placed
on the county's oiling program.
The road is only 30 feet in
width, a circumstance that has
held up improvement because it
did not permit of ditching and

body of one of three persons
who vanished in an outboard
motor boat Octbcr 4, was fund
Monday, washed upon the
beach just north of Bay Ocean.
The victim was Robert A.
Lind, 20.
Still missing are Mr. and Mrs.
Thomas King.
The three, classmates at Mil
waukie high school before the
men entered military service,
were visiting Lind's father.
Oscar Lind, at Cape Mears
when they decided to go out in
the boat. Presumably their en
gine failed and they were swept
out to sea.
The boat was found on the
beach last week.
Lind, discharged last spring
from the marine corps, had
been employed on a dredge at
St. Helens. King's father, Owen
King, lives at Umatilla. Mrs.
King's parents, Mr. and Mrs.
Ralph Hitchcock, lives at Mil
