Barkley, Despite
Be Counted Out

an democrats say that Vice Pre
sident Alben W. Barkley, despite
his age, cannot be counted out
of the presidential picture if
President Truman does not seek
re-election.
National Income
Still Climbing
Washington Pi The nation
al income is still climbing,
though slower than it has been,
and Americans are salting away
a bigger chunk of it in savings.
The commerce department re
ported Sunday that, in the July
September quarter of 1951, na
tional income reached an an
nual rate of 278 billion dollars.
This is ZVi billions higher than
the previous quarter.
The securities and exchange
commission reported savings
rose to $14,900,000,000 during
July-September, reflecting high
er disposable income and a level
ling of consumer spending.
One apparent trend noted
was diversion of funds from
non-liquid savings, such as the
purchase of new homes, into
liquid savings.

This view is heard largely
from southerners who would
like to see Barkley take com
mand of the democratic party.
but it also is voiced among ad
ministration democrats more
friendly to Mr. Truman.
However, Barkley will be 75
on Nov. 24, two months before
the next presidential term be
gins. It would defy tradition to
nominate a man of that age for
the back-breaking job in the
White House.
Barkley is viewed as a poten
tial contender by democrats who
think his wide acquaintanceship
and popularity among the rank
and file of the party would be
great assets at the national con
vention. Some are convinced
that he is held in high regard
by Mr. Truman, who can virtu
ally name his successor if he
does not run himself.
Barkley demonstrated his po
pularity four years ago when
his keynote speech to the demo
cratic national convention just
about ended the maneuvering
over the vice presidential nomi
nation. .
Mr. Truman's congressional
friends profess ignorance of his
political plans, although there
have been more public and pri
vate expressions of doubt in re
cent weeks that the president
will seek another term.
Some of these friends believe
he owes it to them to show his
hand soon. Others, however, be
lieve it would be strategically
unwise because doing so might
dissipate his influence in con
gress and in the party organiza
tion.
Sen. Robert S. Kerr believes
Mr. Truman and Barkley will
head the democratic slate again
in November.
"If Mr. Truman does not run,
it will be Chief Justice (Fred
M.) Vinson," the Oklahoma de
mocrat said Friday night on the
Columbia Broadcasting system's
"Capital Cloakroom" radio pro
gram.
Amid continuing speculation
about Mr. Truman's plans, Sen.
Owen Brewster (R-Me.) said to
day that Gen. Dwight D. Eisen
hower's announcement of avail
ability for the republican nomi
nation had made the French
"uneasy" about the future of the
European defense program.
Brewster, long a Supporter of
Sen. Robert A. Taft (O.) for the
GOP nomination, has often said
that Eisenhower is indispensa
ble to the success of the Euro
pean defense build-up.
